I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Advance Refu~Sino Of Ci~v'~ 1981 General Oblioation Imorov~nt <br /> <br />Council secretary noted that there must be a unanimous Council oonsensus to <br />waive the reading of the proposed resolution and inquired if Council meant to <br />waive the reading of the resolution pertaining to Case 03.F of these minutes. <br /> <br />Council did not unanimously consent to reading the resolution in Case 03.F, <br />Request For Grant Funds For Rum River Bridge Crossing; Councilmember Cox <br />wanted the resolution read. <br /> <br />Mayor Beitman remarked that there is always that 10% that never get the <br />message. <br /> <br />Councilmember Cox replied that it was 10% of the citizenry that adopted a <br />charter which encourages the reading of resolutions. <br /> <br />Mayor Hei~an noted that the charter specifies that the reading can be waived <br />by a unanimous consensus of the Council. Mayor }{eih~an asked Councilmember <br />Cox to recognize what he would be doing to the representative from Evensen <br />Dodge who has been waiting for quite some time to have his case addressed. <br /> <br />Councilmember Cox asked Mayor Heitman to recognize what he has done to the <br />citizens of Ramsey. <br /> <br />Councilme~ber Cox proceeded to read the now adopted Resolution ~85-28 <br />regarding regarding Request For Grant Funds For Rum River Bridge Crossing. <br /> <br />Councilmember Cox stated that he will continue to request the reading of all <br />resolutions until the Chairperson of this meeting encourages the (~arter <br />Oommission, that wrote this bologna, to have this requirement dispensed with. <br />Councilmember Cox stated that the citizens should be aware that as a result of <br />the charter being voted in the Council meetings can go into the middle of the <br />night and it is detrimental to the handling of con~unity business. <br /> <br />Motion by Counci~r Cox that the chairperson of this Council read the <br />proposed resolution regarding refunding of City's 1981 general obligation <br />improvement bond and all proposed resolutions hereafter. <br /> <br />Motion failed for lack of a second. <br /> <br />Councilmember Cox proceeded to read the proposed resolution. <br /> <br />During that reading, Councilm~mber Reimann introduced the following motion: <br /> <br />Motion by Councilme~ber Reimann and seconded by Councilmember Sorteberg to <br />dispense with the continued reading of proposed resolution regarding refundirg <br />of City's 1981 general obligation improvement bond. <br /> <br />qhis motion, according to the Charter, requires a unanimous vote. <br /> <br />Mayor Heitman called for a roll call vote: <br /> February 12, 1985 <br /> <br />Page 14 of 16 <br /> <br /> <br />
