Rose Heruth stated that she has two small children and the <br />family was forced to leave their home during the week-ends of the sand races <br />because of the noise. <br /> <br />Mayor Heitman noted that the issue of 4x4 sand races is on tonight's agenda <br />and any additional co~ents regarding this issue should be reserved until that <br />case is addressed. <br /> <br />APPROVAL OF AGE~TA <br /> <br />Motion by Councilmember Schlueter and seconded by Councilmember Reimann to <br />approve the agenda, the addendum to the agenda and the addition of Case <br />Discussion On Assessment Methods For Storm Sewer Improvements In Watershed <br />District {43. <br /> <br />Further Discussion: Councilmember Cox stated that he would like the following <br />items discussed: 1) dumping of trash at 173rd and Variolite; 2) mass burn <br />of solid waste. Councilmember COx stated that in the interest of speeding up <br />the business of the Council meeting, he will repeatedly agree to the <br />dispensing of resolution reading if the Mayor, former Charter Commission <br />Chairman, will agree to initiate proceedings to have the Charter amended. <br />Councilmember COx stated that if it was not intended that all resolutions must <br />be read, then that requirement should not have been in the Charter. Mayor <br />}{eitman inquired if Councilm~mber Cox would like the issue of resolution <br />reading added to the agenda or would he like to debate the issue now? <br />Councilmember Cox inquired as to where on the agenda this case would be <br />placed. Mayor Beitman stated that the issue of reading resolutions could be <br />discussed immediately after Approval of Agenda. <br /> <br />Councilmember Schlueter amended her motion to approve the agenda by adding <br />'Discussion of Charter Requirement T~ Read Resolutions Prior To Adoption' <br />following Approval of Agenda. Councilmember Reimann seconded the amendment to <br />the motion. Council proceeded to vote on the motion to approve the agenda and <br />the amendment to the motion. <br /> <br />Motion carried. Votin9 Yes: Mayor Beitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />DISOUSSION OF (~ARTER R~UI~T IO READ RESGI~TIONS PRIOR TO ADOPTION: <br /> <br />Mayor Heitman asked Mr. Goodrich if it is appropriate and legal for Council to <br />adopt a blanket motion to dispense with the reading of all resolutions <br />proposed for adoption at the beginning of each Council meeting. <br /> <br />Mr. Goodrich replied that a blanket motion to dispense with reading of <br />resolutions would be appropriate if the resolutions were introduced and <br />reviewed prior to the meeting. Mr. Goodrich added that the written motion <br />should note that the reading of it was waived. <br /> <br />Mayor ~eitman stated that the blanket motion Gould be amended if one <br />councilperson wishes to have a particular resolution read. <br /> February 26, 1985 <br /> <br />Page 9 of 26 <br /> <br /> <br />
