Rose Heruth stated that she has two small children and the family was forced to leave their home during the week-ends of the sand races because of the noise. Mayor Heitman noted that the issue of 4x4 sand races is on tonight's agenda and any additional co~ents regarding this issue should be reserved until that case is addressed. APPROVAL OF AGE~TA Motion by Councilmember Schlueter and seconded by Councilmember Reimann to approve the agenda, the addendum to the agenda and the addition of Case Discussion On Assessment Methods For Storm Sewer Improvements In Watershed District {43. Further Discussion: Councilmember Cox stated that he would like the following items discussed: 1) dumping of trash at 173rd and Variolite; 2) mass burn of solid waste. Councilmember COx stated that in the interest of speeding up the business of the Council meeting, he will repeatedly agree to the dispensing of resolution reading if the Mayor, former Charter Commission Chairman, will agree to initiate proceedings to have the Charter amended. Councilmember COx stated that if it was not intended that all resolutions must be read, then that requirement should not have been in the Charter. Mayor }{eitman inquired if Councilm~mber Cox would like the issue of resolution reading added to the agenda or would he like to debate the issue now? Councilmember Cox inquired as to where on the agenda this case would be placed. Mayor Beitman stated that the issue of reading resolutions could be discussed immediately after Approval of Agenda. Councilmember Schlueter amended her motion to approve the agenda by adding 'Discussion of Charter Requirement T~ Read Resolutions Prior To Adoption' following Approval of Agenda. Councilmember Reimann seconded the amendment to the motion. Council proceeded to vote on the motion to approve the agenda and the amendment to the motion. Motion carried. Votin9 Yes: Mayor Beitman, Councilmembers Sorteberg, Cox, Reimann and Schlueter. Voting No: None. DISOUSSION OF (~ARTER R~UI~T IO READ RESGI~TIONS PRIOR TO ADOPTION: Mayor Heitman asked Mr. Goodrich if it is appropriate and legal for Council to adopt a blanket motion to dispense with the reading of all resolutions proposed for adoption at the beginning of each Council meeting. Mr. Goodrich replied that a blanket motion to dispense with reading of resolutions would be appropriate if the resolutions were introduced and reviewed prior to the meeting. Mr. Goodrich added that the written motion should note that the reading of it was waived.
