(Please refer to resolution <br />file for Resolution t85-30). <br /> <br />Further Discussion: Councilmember Reimann inquired if Ramsey is guaranteed <br />payback on this loan. Mr. Schnelle replied that Ramsey will be repaid; Mr. <br />Schnelle noted that CI)BG Funds loaned to Burns were in return for Burns' loan <br />to Ramsey for use in finishing off the lower level at the Municipal Center. <br /> <br />Motion carried. Voting Yes: Mayor Beitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Personnel ¢1_ Pol_i~.~_ labor negotiations-. 2. <br />~I~_ flee of r~hl ic ho~rin~ _, <br /> <br />1) Police labor negotiations - <br /> <br />Mr. Schnelle stated that Police Department proposals for 1985 are <br />contained in D.2.j. of February 12, 1985 Council agenda. <br /> <br />Council consensus is to send this iten back to the Personnel <br />Conmittee for further discussion and recommendation. <br /> <br />2) Cease and desist order and notice of public hearing - <br /> <br />Councilmembers Sorteberg and Schlueter stated that they will be <br />attending the public hearing on February 27, 1985. <br /> <br />Councilmember Cox inquire~ as to who are the supervisory personnel <br />in Pamsey. <br /> <br />City Attorney C~x]ri~ stated that City Administrator Schnelle and <br />Police (l~ief Auspos are the supervisory personnel. <br /> <br />Councilmember Cox inquired ~ to how long it will be before the <br />Personnel Con~ittee can discuss personnel matters. <br /> <br />Mr. Schnelle replied that when the cease and desist order is over and <br />a bargaining unit has been established, then the Personnel Committee <br />may go into negotiations with the appropriate units; do not know a <br />time frame for this process. <br /> <br />Councilmember Reimann stated that any City employees attending the <br />p~blic hearing will be doing it on their own time. <br /> <br />City Attorney Goodrich stated that the cease and desist order is in <br />effect and one of the provisions is that Council cannot take action <br />against any employee involved in this bargaining unit; they have the <br />right to attend without any detrimental action to them. <br /> <br />February 26, 1985 <br /> <br />Page 18 of 26 <br /> <br /> <br />
