Bone~wel] Maintenance f'nntraet: Mr. Berg recommended that the City enter into a maintenance oontract with Boneywell; that Honeywell has serviced Ramsey extremely well. Motion by Councilm~f~r Cox and seconded by Councilmember Sorteberg to approve of the three year oontract with Honeywell Building Services dated February 4, 1985 for maintenance of mechanical equiI:ment at the Ramsey Municipal Center. Further, to authorize the Mayor and City Administrator to sign said contract for the City of Ramsey. Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Reimann, Schlueter and (bx. Voting No: None. Motion by Gouncilmember Cox and seoonded by Councilmember ]~eimann to address Case ~4 Planning, Item G. Request for temporary conditional use permit and 3.2 beer license for sand races; case of Ramsey Lions' Club, at this time. Motion carried. Voting Yes: Mayor Heitman, Counciln~rs $orteberg, Cox, Reimann and Schlueter. Voting NO: None. Mr. Beget stated that during the races last year, the Lions were never confronted about the noise problem; if they had been they would have addressed the problem right away. Mr. Heger stated that he talked with Mr. Patton last year after the first petition was su~itted and explained that the races would only involve 2 to 3 weekends per year -- not 3 to 5 as he has stated this evening. Mr. Be]er stated that Mrs. Patton was not too objectionable to the races after their discussions. Mr. Beget stated that he then talked to Mr. Studer, another signature on the petition, and Mr. Studer stated that he was sorry he signed the petit/on and wanted to withdraw his name from it. Mr. Beget stated that the Lions issued a letter to all signatures on the petition explaining that the races were a good form of entertair~ent and an excellent fund raiser for the Lions. Mr. Beget explained that the race hours are from 10:00 a.m. to 6:00 p.m.; 8 to 10 satellites are set up on the property; attendance is hoped to be from 1,000 - 2,000 per day; Lions have dram shop insurance; Midwest 4-Wheelers Association has dr~ shop insurance; area is policed by Ramsey Lions and Sand Drag Association; there are no rain dates this year; ambulance service on the property during the races; inooming and outgoing traffic was not a problem last year because of very good access from the east and west. Mr. Beget explained that the noise might have been in excess last year because the wind was from the south and it was a h~id day; the Lions have discussed the matter February 9_6, 1985 Page 19 of 26
