Con~issioner COx stated that he has had to read the resolutions at the Council meetings because the Council Chairperson, who also chaired the commission that put the pre-reading law into the Charter, will not support that law. Jack Schneider's_Posftfon On ~he Commf.~sion: City Planner Anne Norris stated that there is not a vacancy on this Con~ission, unless Commissioner Cox resigns, as the City Charter limits membership on commissions to 9. Commissioner COx stated that he should resign and he will. Commissioner Cox stated that he has not yet resigned because there are other City commissions where there are conflicting situations and those situations will not be addressed unless the issue is pursued in some manner. Commissioner COx stated that through these minutes the issue will come to Council's attention. The Commission noted receiving applications for appointment from Mr. Tom Kurak and Mr. Tom Gamec. ~ DiscussioD Re_~rdinG Kick-Off For Economic Develo~etn Co~anv Commissioner Hardin stated that the Brochure Suboommittee has discussed the Economic Development Company Kick-Off and that subcommittee feels that prior to the Kick-Off, either this Commission or the City should prepare a position statement regarding the types of businesses to be attracted and the area to be developed in Ramsey. Commissioner Fults brought up for discussion Council's request for a status report from the Economic Development Commission. Commissioner Cox stated that he does not know if this Commission should request Ms. Norris to spend some of her valuable time preparing a more in- depth report for Council regarding EDC's goals and status when Council can get all that information by reading EDC minutes; Council should be concerned about utilizing Ms. Norris' time to satisfy community goals rather than Council goals. Commissioner Cox added that no other City commission is being requested to submit a status report to Council; the Economic Development Commission is evidently being request to submit a status report because of what this Commission's title implies. The Commission consensus was to postpone the Ramsey Economic Develounent Company Kick-Off until the City brochure is completed. ~ Informat/onal Item:.. Financi_at ~ealth Profile~ Ms. Norris reviewed with the Commission the Financial Health Profile Report issued by the State Auditor's office and noted that Ramsey's ranks very well in comparison to other cities. Commissioner Cox noted that at the 2-12-85 Council meeting, a decision was made to send City Accountant Haapala to New York to pursue a bond rating February 13, 1985 Page 4 of 5
