Discn~ion On Assessment Methods For Storm .q~w~r ImDrov~m~nt.~ _In <br /> Watershed District <br /> <br />City Engineer Raatikka explained the following alternatives which have been <br />discussed for assessing on storm sewer improvements in Watershed District ~43: <br /> <br />1) <br /> <br />Have the developer p~y for storm sewer improvements needed in <br />Flintwood II - $151,000; this leaves a total of $82,000 which oould <br />be assessed across the entire Drainage District ~43 and amounts <br />to $53/acre. <br /> <br />2) <br /> <br />Have the developer assessed for improvements in Flinb~x)d II - <br />$151,000; City picks up 20% of the cost - $43,000; r~aining <br />$37,000 assessed over the initial assessment area at about $123/acre. <br /> <br />Mayor Heitman noted that in these two alternatives that in addition to the <br />developer picking up the $151,000 for improvements in Flintwood II, the units <br />in Flintwood II would also be assessed as though they were existing residents <br />in Drainage District ~43. <br /> <br />City Engineer Raatikka stated that the negative concerns with the above <br />mentioned alternatives is that they eliminate the one-time assessment; <br />District ~43 may involve several storm sewer projects and all residents would <br />be subject to an assessment for each project. Mr. Raatikka also stated that <br />both of the alternatives discussed present major administrative problems. <br /> <br />Mr. Raatikka stated that the developer could appeal the additional assessment; <br />the developer's assessment of $151,000 is taking care of his storm sewer .nccds <br />in Flintwood II; Mr. Raatikka stated that he feels the developer would win the <br />case if it went to oourt. <br /> <br />February 27, 1985 <br /> <br />Page 14 of 21 <br /> <br /> <br />
