Mr. Berg replied that the oourts determine benefit and acoording to the oourts, tf you oontribute, you benefit. Councilmember Reimann stated that the City picking up a share of the oost means all City residents are paying for storm sewer improvements in other districts than thei~ own and he feels that each district should take care of it's own water problems. Mr. Berg explained that storm sewer improvements to all area in Watershed District ~43 amounts to $784/acre, based on tomorrow dollars and proceeded to explain Alternative ~1 in the following way: assess the developers of FlintwOod II $784/acre; spread the balance of the oost of improvements across the entire district at $53/acre. Make the residents aware that the $53 is a partial payment; that they will oontinue to be assessed for each additional improvement project in the district until they have reached a total accumulative assessment in the area of $784. Motion by Councilnmmt~r Sorteberg and seoonded by Councilmember Reimann to table discussion of alternative assessment methods for store sewer improvements in Watershed District ~43 until Council meeting scheduled for March 7, 1985. Further Discussion: Mr. Art Raudio stated that he, as a developer, would prefer to pay his full assessment for storm sewer improv(~nents in Watershed District ~43 in full with one assessment. Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, Reimann and Schlueter. Voting No: None. Motion by Councilmember Reimann and seoonded by Councilmember Cox to adopt Resolution ~85-61 authorizing the payment of bills for the month of February, 1985 in the amount of $282,581.00. (Please refer to resolution file for l~esolution ~85-61). Motion carried. Voting Yes: Mayor Heitmmn, Councilmembers Sorteberg, Cox, Reimann and Schlueter. Voting No: None.
