[PURPOSE.] A leQislative commission is <br />ll established to study the feasibility of changing the proportion <br />12 of prcperty tax burdens on land values and improvement values, <br />]3 The commission shall: <br />14 (a) study the present distribution of the tax on land <br />15 values and distribution values; <br />16 (b) study current appraisal practices for determininQ land <br />17 values and improvement values; <br />18 (c) study different methods and optJons for appraising <br />19 ~lasses of property by site value and improvement value and for <br />20 setti.n~ different rates of taxation on site value and <br />21 ~mprovement value; and <br />22 (d) make recommendations to the legislature by January 1, <br />23 1987. The recommendations must include a determination on <br /> <br />24 whether a change in the distribution of prop~[~y taxes between <br /> <br />25 land and ½mprovement values is desirable, and, ½f so, <br /> <br /> <br />
