Motion by Councilmember Cox and seoonded by Councilmember Reimann to adopt Findings of Fact 0099 for Mr. Allan Johnson's request for a conditional use permit to sell automobiles in an I-1, Industrial District, and to utilize a temporary building for temporary office space, oontingent upon his entering into a development agreement with the City. Further, the following corrections will be made to the Findings of Fact: (Please refer to findings of fact file for Findings of Fact 0099). 1. Ail references to 'mobile home' in the Findings of Fact should be changed to 'temporary building'. 2. ~e distance of 1 mile stated in Item 5.c of the Findings of Fact should be changed to 100 yards Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, Reimann and Schlueter. Voting No: None. Further Discussion: Mr. Jim Armstrong stated that Ramsey has the capability to be another Edina, but not when Council keeps approving the construction of tin buildings along }{wy. 10, portable bathroom facilities at places of business and allowing junk yards to exist in the City. Mayor ]~eitman stated that Item ~8 in the Agreement gives the City the right to inspect the property should complaints oome in. Mr. Schnelle stated that the City does have a zoning ordinance in place for enforcement purposes. Mr. Armstrong stated that he has complained about a certain residence at Cty. Rd. 83 and 153rd with wood piles and heavy equii~nent and Staff is reluctant to do anything about it. Mayor ~eitman stated that the ordinances are there and the City is simply not enforcing them. Mr. Schnelle stated that the City would have to hire a full time person to make sure City ordinances are enforced fairly and totally. Motion carried. Voting Yes: Mayor Heitman, (buncilmembers Sorteberg, Cox, Reimann and Schlueter. Voting NO: None.
