Regular City Council minutes dated February 12, 1985. <br /> <br />2. Regular City Council minutes dated February 26, 1985. <br /> <br />3. Regular City Council minutes dated February 27, 1985. <br /> <br />Oommissioner Cox noted that the (hatter Oon~nission has met to discuss Charter <br />concerns. <br /> <br />Ms. Norris stated that the Charter Con~nission will continue these Charter <br />discussions on 93nursday, March 14, 1985 at 7:30 p.m. <br /> <br />Con, nissioner Cox stated that EDCme~bers should attend the March 14, 1985 <br />Charter Con~nissionmeeting and added that portions of the Charter were written <br />from a well intended aspect but the Charter Commission did not understand the <br />total ramifications until they saw it in action. <br /> <br />COMMISSION BUSINESS <br /> <br />~ SubcQI~nittee Reports: <br /> <br />a) Legislative - <br /> <br />Con[nissioner Cox received a letter from Representative John Burger regarding <br />proposed legislation to create a commission that will review aspects of <br />con~nercial/industrial taxes in the State. Con~nissioner COx stated that this <br />Ramsey Economic Develol3ment Oommission should encourage this State commission <br />to also look at referend~ laws in regards to bonding; with inequities in the <br />tax ratio, it isn't the people voting on the bond issue that are paying for <br />it. <br /> <br />Motion by Commissioner Fults and seconded by Commissioner Miller directing the <br />Legislative Subcommittee of the Ramsey Economic Develol~nent ConFnission and <br />City Planner Anne Norris to prepare a statement for the State Legislative <br />Study Commission on Property Taxes regarding the affects of referend~n in bond <br />issues on businesses within a community. <br /> <br />Motion carried. Voting Yes: Chairman Greenberg, Commissioners Hardin, Fults, <br />Miller, Muller, Vevea and Cox. Voting No: None. Absent: Con]nissioners <br />Schmidt and Wagner. <br /> <br />b) Economic and Finance Suboommittee - <br /> <br />Commissioner Cox stated that he did contact Val Jirak, who is working with <br />Governor Perpich on the new General Motors division issue. Commissioner Cox <br />stated that through the discussion, it became evident that there are things <br />that other Minnesota cities have to offer that are keeping Ramsey out of the <br />picture. ]he State is looking towards proposing Cottage Grove and Duluth as <br />potential locations for the new General Motors division. <br /> <br />March 13, 1985 <br /> <br />Page 2 of 5 <br /> <br /> <br />
