I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CHARTER COMM~SION <br />CITY OF RAMSEY <br />ANOKA CCUNTY <br />S~TE OF MINNESO~ <br /> <br />h special meetin9 of the Rmmsey Charter C~ission was held on ~hursday, <br />February 2~, 1985 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mr. Dick Sieber, ~airman <br />Mr. Gary Heitman <br />Mr. John Lichter <br />Mr. T~m Gamec <br />Ms. Brenda Bauerkemper (arrived 8:23 p.m.) <br />Mr. Roger Buchanan (arrived 8:25 p.m.) <br /> <br />Members Absent: <br /> <br />Mr. Stan Data <br />Mr. Curt Titterud <br />Mr. Tom Greenberg <br /> <br />Chairman Sieber called the special Charter Commission meeting to order at 8:00 <br />p.m. <br /> <br />Mr. Art Raudio - Stated that he believes the Charter Con~ission was organized <br />by sincere people with a sincere intent to protect the citizens of Ramsey. <br />Mr. Raudio stated that there are stumbling blocks contained in the special <br />assessment ordinance in that the charter requires that they be published in <br />the bi-monthly City newsletter; this oould conceivably cause a 2 month delay. <br /> <br />Chairman Sieber stated that the charter is worded in a way that non-compliance <br />does not invalidate. <br /> <br />Commissioner }{eitman stated that the City Attorney feels that this requirement <br />cannot knowingly be violated. <br /> <br />Chairman Sieber stated that the City newsletter is not turning out the way it <br />was intended to be in that it has such a long lead time which results in old <br />news, <br /> <br />Art Raudio presented the Charter Con~ission with copies of City Attorney <br />Goodrich's letter dated February 13, 1985 to the EDC regarding Charter Chapter <br />8. Mr. Raudio pointed out the following: 1) even projects 100% petitioned <br />for are not excluded from the 60 days waiting period following public hearing <br />and publication in the City newsletter; 2) if the project cost exceeds the <br />engineer's estimate by 10% or more, that project is ceased for a period of one <br /> February ~, 1985 <br /> <br />Page 1 of 7 <br /> <br /> <br />
