year; there is no option to allow the developer to pick up the extra costs and <br />proceed to develop rather than pay taxes on vacant land for another year. <br /> <br />Mr. Raudio stated that there are trunk lines into Ramsey's commercla] area but <br />with the time frames of Planning and Zoning, Council and City Charter, it <br />oou]d conceivably take until January to begin a project initiated in June of <br />the previous year. Mr. Raudio stated, not as a threat, that he oould not <br />honestly recommend Ramsey as a place in which to develop. <br /> <br />Mr. Paudio stated that be is not opposed to having a 60 day waiting period and <br />newsletter publication when there is the potential for other people to be <br />involved, but in the case of 100% petition, these kinds of delays will lose <br />develolm~nt for the City. <br /> <br />Chairman Sieber stated that he does not have any problem excluding 100% <br />petition projects from these time frames and the 10% differential, but <br />ramifications to the City must also be kept in mind. <br /> <br />Mr. Raudio inquired as to how the Charter can be amended and recommended that <br />if it is amended, it be done soon in order to allow for commercial development <br />this s~mer in Ramsey. <br /> <br />Chairman Sieber stated that the Charter is amended by a Charter Commission <br />recommendation unanimously adopted by Council for which no petition has been <br />filed against by the citizens. Chairman Sieber stated that he doesn't believe <br />that any project is truly 100% picked up by the developer; maintenance of a <br />sewer and water system is not an incidental cost and will be the <br />responsibility of the City taxpayers. Chairman Sieber stated that the only <br />problem he has with a 100% petitioned for project going ahead with no <br />interference is that the current ordinance doesn't require much of a down <br />payment. <br /> <br />Oom~issioner Gamec stated that the financial people name the down payment <br />after a financial analysis of the project and developer has been made. <br /> <br />Councilmember Jean Schlueter was present and stated that in 1983 a State law <br />was passed saying that municipal elected officials can serve as elections <br />judges. Councilmember Schlueter stated that she has been serving as an <br />election judge for a n~nber of years and the City Charter states that no one <br />can serve as an election judge while holding office. Councilmember Schlueter <br />stated that the Charter also says that a person resigning or terminated from <br />office cannot hold a City compensated position that has been formed or had an <br />increase in compensation while that person was in office, for a period of one <br />year; Councilmember Schlueter noted that election judges received a pay <br />increase during her term in office and this extends her eligibility to serve <br />as an election judge for quite a ntm~r of years. Councilmember Schlueter <br />stated that she feels her serving as an election judge holds very little input <br />into the City processes in comparison someone holding a commission position <br />and having conceivably more influence on the City. <br /> <br />QOMMISS I~N BUSINESS <br /> <br />Chairman Sieber stated that recently there has been some controversy over a <br /> February 2~, 1985 <br /> <br />Page 2 of 7 <br /> <br /> <br />
