Commissioner <br />L~chter stated he would be open to regu]rin9 a l0 day notice be published in <br />the official newspaper on 100% petitioned for and assessed projects. <br /> <br />Chairman Sieber stated that Ramsey subscrttption to the Anoka Union ts very <br />low and publishing in the official newspaper would be carrying out the letter <br />of the l~w and not the spirit of the law; the intent of the charter was to <br />capture the spirit of the law. <br /> <br />Chairman Sieber also noted that big money developers will be able to work <br />within the charter but there are cases before the city at the present time <br />where, in the best interest of homeowners, i~mediate action is needed and the <br />charter is preventing that action. <br /> <br />Mr. Fults inquired if Ramsey is going to post signs warning developers to have <br />their plans in the workings by March if they want to develop during the <br />upooming oonstruction season. <br /> <br />Commissioner Bauerkemper noted that for many years it has been heard how <br />difficult it is to develop in Ramsey; these cries were not brought on just <br />since the charter adoption. <br /> <br />Chairman Sieber stated that he would like some citizen input on the charter <br />amendments being discussed. <br /> <br />Mr. Fults stated that the Charter Commission worked very hard on the charter <br />and there are still sections that the Charter Commission is not in total <br />understanding of; educating the citizens on charter points of concern and <br />affects would be very difficult; most citizens will not take the time to fully <br />comprehend the issues before vot/ng on them. <br /> <br />Comissioner Sieber replied that he will not take the position of being all <br />knowing and take away the citizens right to vote on an issue just because they <br />are uneducated. <br /> <br />Co~ission consensus is to publish in the City Newsletter a Charter Con~nission <br />meeting notice for April 25, 1985 indicating that proposed charter amendments <br />will be discussed. <br /> <br />b) Reading of Resolutions - <br /> <br />Chairman Sieber stated that it is the opinion of Councilmember Cox that the <br />charter should not require resolution reading unless one person requests it <br />rather than requiring the reading unless there is a unanimous council <br />oonsensus not to. <br /> <br />Con~nissioner Data stated that Co~issioner Heitmanwould like it conveyed that <br />he has had a change of mind since February 27, 1985 meeting and feels that <br />Councilmember Cox's recommendation is valid. Commissioner Data stated that he <br />also has no objection to amending this section of the charter. <br /> <br />~on~ission consensus is to remain with the position taken in a Charter <br />Cor~ission motion adopted on February 27, 1985. <br /> <br />March 14, 1985 <br /> <br />Page 3 of 4 <br /> <br /> <br />
