Acoo~ding to the
minutes, Council answered that streets would be maintained at no additional
expense to the homecwners. Mr. Moss stated that on F~rch 18, 1985, Mr.
Clayton Berg assisted him in looking up these 4-16-79 minutes and Mr. Berg
reaffirmed what is recorded in the minutes.

Mayor Heitman - Stated that the issue is whether or not sealcoating is
considered general maintenance; most people assume it is but the City is
not treating sealcoating as general maintenance and unless there is a drastic
change in policy, the benefited property owners w~l be assessed for
sealooating. Mayor Heitman stated that he cannot answer for past Council and
if the citizens want to stop the sealcoating project, they have 60 days in
which to sutmit a petition. Mayor }~eitman stated that if the citizens stop
the sealooating project, they will also have to suffer the repercussions -- a
deteriorating street.
April 9, 1985
