Council authorized Staff to place the issue of that unpaved section of <br />]67th on the April 23, ]985 Council agenda for discussion. Mr. ~ppe] stated <br />that there were a lot of people in opT~osition to blacktopping when it was <br />proposed and the people were told bi maintenance to blacktop was ]ess <br />expensive; the City oould afford to p~y for the maintenance costs; and the <br />residents would not have any additional costs after blacktopping. Mr. Ippel <br />stated that sealooating is a clef in/re necessity on blacktop streets and <br />the City is assessing that maintenance oost to the residents. Mayor Heitman <br />replied that the pre'¢ious Council stat~ents have been proven wrong and <br />irquired as to what this Council can do about that nc~w; nothing is free. <br />Mayor Heitman noted that the residents do have the option to petition against <br />an improv~ent project and end the project, but they should recognize that the <br />road will oontinue to deteriorate. Councitme~er Cox stated that he doesn't <br />kn~w of any roads that were blacktopped bi other than resident request. Mr. <br />Ippel stated that he is not doubting that there weren't public bearings <br />conducted, but why didn't Council kn(~' of these sealoc~ting requir~r~ents and <br />ousts 7 years ago. F,~yor Heitman replied that sea/coating asses~ents have <br />been obvious for a long time and he doesn't know if it was a case of not being <br />conveyed properly or misrepresentation. Bill Ayers stated that he recalls <br />that it was specifically stated at the bearings that sea/coating is required <br />about e~ery 5 years and the ousts would be assessed to the property ~'ners. <br />Councilmember Cox noted that the citizens have the option to have the project <br />ceased but they sbou/d re~,e~er that the blacktop streets are their cmn <br />investment and rer...~nber that light use is just as harmful to blacktop as heavy <br />use. Mr. Koshak stated that sunlight is the major cause for blacktop <br />deterioration. Mr. Ippel inquired as to how long the sea/coating assessments <br />are for and bow often is sea/coating required. Mr. Koshak stated that the <br />sealooating assessments run for three years and sea/coating is required every <br />5-7 years. Les Martens of 6956 161st Lane ir~/uired if sea/coating will be <br />required more often because of heavy traffic use. Mr. Koshak replied that <br />heavy use oontributes but sunlight is the major cause for deterioration. <br /> <br />Motion carried.
