i <br />I <br />I <br />I <br />I <br />I <br /> <br />! <br /> <br /> I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br /> <br />To~, DaSd en ~ Rated he has worked in co~,anjtJes where the developer' <br />tes~,nsib]e fo; the blacktopping and first sealooating. <br /> <br />Mr. Sc}me]]e replied that in new deve]ol~,ents serviced by municipal sewer and <br />water, the deweloper will be responsible for the loads fo[ a certain period of <br />time. <br /> <br />Councilz~r Cox noted that this public bearing is for Sealcoating Project <br />~85-4, Jaspar Street area, and citizens from other sealooating improv~,ent <br />areas should reserve their oomments until their particular area hearing is <br />called to order. <br /> <br />Morrie Mox - 16000 Armstrong Blvd. - Why isn't sea/o0ating considered to be a <br />routine maintenance it~n paid for by the City's General Fund? <br /> <br />Council~er Cox ~epeated that comments should be reserved by the citizens <br />until the hearing for their particular area is called to order; it is to the <br />citizen's benefit to have his or bet comments recorded in the appropriate <br />hearing minutes for future reference. <br /> <br />Councilmember Reimann stated that the City's past policy with respect to road <br />construction has been that the benefiting property ~ners pay for it; the City <br />would have to increase the road and bridge budget to cover maintenance oosts <br />and Council chose not to because it would penalize those areas that still have <br />gravel roads. Council~ber Reimann added that there is monc~7 being spent out <br />of the City's General Fund for blacktop mainteP~nce, other than sealcoating, <br />and in the future Council is going to have to consider increasing the budget <br />to include sealcoating o0sts. <br /> <br />Lester Martin - 164th and Quartz - Stated that people with gravel roads are <br />penalizing the rest of the City because City residents have to drive on those <br />roads -- when is 167th and Saphire, between Variolite and Quartz, going to be <br />paved? Those streets are oosting the City more than the blacktop streets are. <br /> <br />Motion by Councilme~ber Cox and seconded by Councilmember Schlueter to adjourn <br />this public hearing. <br /> <br />Further Discussion: Lester Martin requested that Council an~er his question <br />regarding the paving of 167th and Saphire. F~yor }~eitman stated that those <br />areas will be paved when the residents petition for it. Mr. Jack Ippel stated <br />that the portion of 167th in question was to have been included in the Jaspar <br />area blacktopping project but was excluded for sc[ne reason. Mr. Ippel stated <br />that that section of 167th is in terrible condition and it should be upgraded <br />as it is an access to the shopping area further down 167th. Councilm~r <br />Schlueter stated that this section of 167th has been addressed by Council in <br />previous years; there is a large property owner on that stretch of 167th who <br />proved no benefit from blacktop and no assessment; on that basis Council <br />decided against blacktopping that section. Councilme~ber Cox irguired if MSA <br />funds oould be used for that road. Mr. Schnelle stated that designating that <br />section of 167th as MSA would involve carrying that MSA route through that <br />develolm~nt and tying it into Variolite which does not seem feasible <br />oonsidering the soil oonditions there and Ramsey's overall MSA pattern.
