i <br />i <br />I <br /> <br />I <br />I <br /> <br />i <br />I <br /> <br />I <br /> <br />Commissioner Miller referred to page 8 of the March 7 Council meeting minutes <br />and inquired if the attorney fees for reviewing a plat come into play during <br />a Council meeting. <br /> <br />Commissioner Cox stated that the City Attorney receives a flat rate for <br />attending Council meetings to answer to itens requiring the Attorney's <br />attention; the developers do not receive an additional bill for attorney fees <br />during a Council meeting; any further questions should be directed to the City <br />Attorney. <br /> <br />~(X~I SSION BUSINESS <br /> <br />Subcommittee Reports: <br /> <br />A. ~islative Subcommittee - <br /> <br />Commissioner Cox stated that he and City Planner, Anne Norris, have prepared a <br />request for proposed changes in legislation regarding truth in referendum, <br />particularly with bonding issues. <br /> <br />Commissioner COx stated that he has also been in contact with the Governor's <br />office in regards to the new General Motors Saturn plant and Ramsey is on the <br />'front burner' when and if General Motors oonsiders the State of Minnesota for <br />the placement of the new division. Commissioner Cox stated that the issue of <br />proposing Ramsey as a location for the new GM division should be brought to <br />Council's attention rather than pursuing the issue too heavily and finding out <br />there is not the support of the City. <br /> <br />Commission consensus was that Chairman Greenberg should discuss the issue of <br />the General Motors Saturn Division with Council at the joint <br />EDC/Council/Planning & Zoning meeting on tax increment financing. <br /> <br />Chairman Greenberg stated that he has received a call from Minnesota <br />Association of Commerce and Industry regarding legislation that is in process <br />for inoome tax reform. Chaiman Greenberg stated that he expressed Ramsey's <br />concern with the fact that property tax is not being dealt with and MACI <br />r~quested a letter from Ramsey EDC stating those ooncems. <br /> <br />Commissioner Cox stated that ~CI is not represented by small business <br />people; it is represented by persons working for large corporations and in <br />most cases, they don't understand our ooncerns. Councilmember COx stated that <br />IBAM, in his opinion, is the only representation in Minnesota for small <br />businesses. <br /> <br />Commissioner COx stated that he is meeting with a State Govemor <br />representative to tour the south area of Ramsey to encourage the develol~nent <br />of the Rum River Bridge Crossing and funds for it. <br /> <br />Motion by Ommissioner Fults and seconded by Commissioner Miller authorizing <br />Chairman Greenberg and Ms. Anne Norris to initiate a letter to Minnesota <br />Association of Commerce and Industry (MACI) regarding commercial/industrial <br />taxing formulas in Minnesota. <br />April 10, 1985 <br /> <br />Page 2 of 5 <br /> <br /> <br />
