Considering that this particular position works extensively with several oomm]ssions, the chairpersons of those oommissions were also approached for reoommehdations; they were obtained and also submitted to the Personnel Committee. The Personnel Committee met and approved the place~,ent of this person on per~anent emplcs~nt and z~de a recommendation to Council accordingly, ne Personnel Cc~T, itt~ had adequate time to reflect on their reooemTendation and there was no reflection until April 10. City Attorney Goodrich stated that the motion on April 10 was to table this case until Council's next meeting; there was s~ne discussion as to whether that should be April 16 or April 23. Mr. Schnelle stated that this case was initially included on the March 26, 1985 Council agenda. Council unanimously consented to dispense with the reading of the resolution. Motion by Councilmamber Schlueter and seconded by Mayor Beitman to adopt Resolution ~85-80 which re~oves Anne Norris from. probationary status and makes her a penTmnent e~plcyee as the City of Ramsey's Urban Eoohc~ic Development Planner. (Please refer to resolution fi/e for Resolution ~85-80). Further Discussion: Councilmember Reimann stated that he still is of the opinion that the matter should be put back to the Personnel Committee to discuss what the addition of this position will (Dst the City acoording to the 5 year progression plan. Mayor Beitman stated that if the addition of one individual is going to have that dramatic an affect on the City's health and fiscal soundness, then the City is in a lot of trouble. Councilmember Reimann stated that all the positions should be addressed nc~ that there is a union. Mayor Heitman stated that those kinds of considerations should have been made all along. Mayor Heitman stated that if actions precipitate action, the Personnel Committee should have looked ahead to what they were precipitating and made th~T, selves aware of the what the costs were going to be before they started out. Councilz~ber Cox irguired if 'before they started out' meant prior to the first hiring. Mayor ~eitman stated that 'before they started out' refers to prior to precipitating a union; the union was not always there but the actions and earmarks were all there.
