Considering <br />that this particular position works extensively with several oomm]ssions, the <br />chairpersons of those oommissions were also approached for reoommehdations; <br />they were obtained and also submitted to the Personnel Committee. The <br />Personnel Committee met and approved the place~,ent of this person on per~anent <br />emplcs~nt and z~de a recommendation to Council accordingly, ne Personnel <br />Cc~T, itt~ had adequate time to reflect on their reooemTendation and there was <br />no reflection until April 10. <br /> <br />City Attorney Goodrich stated that the motion on April 10 was to table this <br />case until Council's next meeting; there was s~ne discussion as to whether <br />that should be April 16 or April 23. <br /> <br />Mr. Schnelle stated that this case was initially included on the March 26, <br />1985 Council agenda. <br /> <br />Council unanimously consented to dispense with the reading of the resolution. <br /> <br />Motion by Councilmamber Schlueter and seconded by Mayor Beitman to adopt <br />Resolution ~85-80 which re~oves Anne Norris from. probationary status and makes <br />her a penTmnent e~plcyee as the City of Ramsey's Urban Eoohc~ic Development <br />Planner. (Please refer to resolution fi/e for Resolution ~85-80). <br /> <br />Further Discussion: Councilmember Reimann stated that he still is of the <br />opinion that the matter should be put back to the Personnel Committee to <br />discuss what the addition of this position will (Dst the City acoording to the <br />5 year progression plan. Mayor Beitman stated that if the addition of one <br />individual is going to have that dramatic an affect on the City's health and <br />fiscal soundness, then the City is in a lot of trouble. Councilmember Reimann <br />stated that all the positions should be addressed nc~ that there is a union. <br />Mayor Heitman stated that those kinds of considerations should have been made <br />all along. Mayor Heitman stated that if actions precipitate action, the <br />Personnel Committee should have looked ahead to what they were precipitating <br />and made th~T, selves aware of the what the costs were going to be before they <br />started out. Councilz~ber Cox irguired if 'before they started out' meant <br />prior to the first hiring.
