I <br /> I <br /> I <br /> ! <br /> I <br /> I <br /> i <br /> I <br /> <br /> i <br /> I <br /> I <br /> ! <br /> I <br /> I <br /> I <br />'1 <br /> I <br /> I <br /> <br />This discussion was carried out during Commissioner Fults' subcommittee report <br />in Case ~1 of these minutes. <br /> <br />Charter Commission minutes from February 28, 1985 and March 14, 1985 were <br />included in this EDC agenda and Commissioner Hardin stated that the minutes do <br />have a negative overtone. <br /> <br />Commissioner Miller referred to the March 14 Charter minutes, particularly <br />Chairman Sieber's comments regarding that developers should not mind spending <br />another $2,000 for an interim publication of a newsletter when developing a <br />million dollar project and projects not really being truly 100% assessed out; <br />Commissioner Miller noted that Chairman Sieber doesn't also note the benefits <br />derived from develol~pent like increased tax base and employment. <br /> <br />Commissioner Wagner suggested that EDC appoint a committee to work hand-in- <br />hand with the Charter Commission as cooperation might to a long way. <br /> <br />Commissioner Cox stated that the Mayor now sees how the charter requirement <br />to read resolutions prior to adoption obstructs the flo~ of Council meetings; <br />people should have the right to have a resolution read, but the charter <br />requirement to do so should not be written in reverse; the Mayor is willing to <br />support this change. Commissioner Cox stated that the Mayor serves on <br />Council and Charter Commission and this allows for one person to serve on two <br />law making or governing bodies. Commissioner Cox stated that the Charter <br />Commission had good intentions but he doesn't believe that any committee can <br />change the negative approach of the Charter Commission. <br /> <br />Case #6: Information Item: Meeting On Tax IncrDment Financing: <br /> <br />Chairman Greenberg urged all EDC m~abers to attend the April 30, 1985 meeting <br />on tax increment financing. <br /> <br />Case ~7: informational Item: _Up,ate On North ~etro Traffic Task Force: <br /> <br />Ms. Norris stated that next week the Task Force will be reviewing existing <br />bridges and potential bridges. <br /> <br />Chairman Greenberg requested that Ms. Norris direct the Task Force's attention <br />to the Thurston Avenue Crossing; developers across the river should be made <br />aware of the potential bridge crossing and a decision on that crossing should <br />be made as soon as possible. <br /> <br />Commissioner COx stated that Mr. Bill Ayers of Cornelius has informed him <br />that negotiations have begun with property o~ners to the north and they are <br />anxious to get involved in this project. <br /> <br />Report By_ City_ Administrator: <br /> <br />Mr. Schnelle was not present. <br /> <br />Cc~missioner Cox presented copies of the Gateway North Industrial Airport <br />April 10, 1985 <br /> <br />Page 4 of 5 <br /> <br /> <br />
