Schne]]e stated that the Ci~ ~ho~d be consistent'and ~equJre ~att~ng;
hardship is r~quired for a mete~ and bounck, subdivision.

Council d~scussed that it was intended for the ]59th cul-de-sac to connect with
the Hedgehog stub that abuts the Wetter]tnd pzoperty.

Mr. Goodrich noted that it requires more than an eoono~c hardship to allow
metes and bounds subdivisions.

Motion ky Councilme~er Cox and seconded ky Councilme~ber Sorteber9 to find no
hardship on which to base granting a variance to the platting requir~ents for
Mr. Lauren Wetter] ind and to therefore dew the request for a metes and bounds
subdivision and refer the matter back to Planning and Zoning Cc~nmi ssi on for
platting considerat/on.

Further Discussion: Councilm~nber Sorteberg noted that Council is leaning
towards continuing plans for the future connection of 159th Lane and Redgebog;
this would impact Mr. Wetterlind's lot alignment proposal. Councilm~ber Cox
stated that connecting 159th and Hedgehog would result in 2 one acre paroels
being split from Mr. Wetter]ind's 10 acre pacel. Councilme~bers Sorteberg and
Reimann stated that the] would not oppose going with one acre parcels if it
would allow for the connecting of 159th and Bedgebog. Councilrmanber Schlueter
suggested that Hedgehog be left as a dead-end stub; make provisions to assure
that 159th will access the p~rcel to the east of the Wetterlind's; it is not
Council's place to change the lot configurations beyond what Mr. Wetterlind has
requested, fbuncilm~nber Cox inquired if Councilm~r Schlueter would have a
probl~ with the subdivision if it came back to Council with one acre lots,
which is less than what rural residential requir~ents specify. Councilm~T~er
Schlueter stated that she would consider it from Mr. Wetterlind's position but
she is not going to assu-~e that he desires to subdivide in that way and vote on
that assumption. Councilm~nber Sorteberg inquired if Council is discussing
easements or built roads. Mr. Goodrich stated that platting ~equires built
roads; Council can name a time limit on road installat/on. Councilm~]~ber
Reimann pointed out that it was intended for cul-de-sacs to connect w~th
through streets for better road maintenance and police surveillance. Mr. Art
Raudio was present and stated that if the stubs are not going to be used, the
City should cease to zequire th~, as the] are an added cost burden for the
developers.

Motion carried. Voting Yes: Acting Mayor Reimann, Councilm~rs Cox and
Sorteberg. Voting No: Councilmmber Schlueter. Absent: Mayor l~eitman.

E. ~eq_uest For Metes And Bounds Subdivision: Case Of Ms..Lorraine Stone -

Ms. Stone was present.

Councilm~r Cox noted that there is a considerable amout of lcw land on this
parcel of Ms. Stones.

Mr. Goodrich stated that geography can be considered as a hardship for metes
and bounds subdivisions.

April 23, 1985
