GENERAL SPECIFICATIONS FOR PROMOTIONAL BROCHURE FOR RAMSEY <br /> ECONOMIC DEVELOPMENT COMMISSION <br /> <br />1. FORM OF PROPOSAL AND CONTRACT <br /> <br />Proposals to produce the brochure specified must be submitted on <br />the form provided and it~ized as specified. Acceptance of the <br />proposal by the City Council shall constitute a contract by and <br />between the City and the Bidder. Contract documents include the <br />Notice and Instructions to bidder, the Proposal Form, these <br />General Specifications and the Specifications for the brochure. <br /> <br />2. BAS IS OF AWARD <br /> <br />9he contract may be awarded to the lowest responsible bidder. <br /> <br />3. BIDDERS SURETY <br /> <br />A certified check, money order or bidders bond in the amount of <br />five percent of the bid shall accompany the proposal. The same <br />shall be made out unconditionally to the City of Ramsey, <br />Minnesota, and in accordance with the terms of the proposal. <br />Said check, money order or bidders bond will be returned to the <br />successful bidder upon satisfactory delivery as stated in the <br />proposal. Checks, money orders or bidders bonds of the <br />unsuccessful bidders will be returned immediately after <br />acceptance of the successful bidder . <br /> <br />4. PAYMENT <br /> <br />Payment will be made to the vendor after: <br /> a. Acceptance and approval by the City of the brochure; and <br /> b. Upon submission of the bill or invoice, priced in <br /> accordance with the proposal. <br /> <br />5. RIGHT TO HOLD AND REJECT BIDS <br /> <br />9he City reserves the right to hold all bids for a period of <br />thirty days from the date set for the opening thereof before <br />acting thereon. 9he City reserves the right to reject any or all <br />bids, and also to waive informalities. <br /> <br />6. 9~X EXEMPTION CERTIFICATE <br /> <br />The City will execute a Federal and State tax exemption <br />certificate where applicable. <br /> <br />7. MATERIALS AND f~3IPMENT <br /> <br />~he materials used in the production of the brochure shall be of <br />the highest quality, free from all defects which would cause any <br />unsightly or unworkmanlike appearance. <br /> <br /> <br />
