O0mmissioner Bauerkemper also stated that allc~ing the developer to <br />pick up any costs more than 10% above the estimate could be harmful to the <br />city; the city still backs that project and the cost overrun could be great <br />enough that it would render the project unfeasible and the developer would <br />have the option to proceed. Ommtissioner Bauerkemper also noted that the <br />charter is new and attempts should be made to work with it for a longer period <br />of time before amending it. <br /> <br />(k~missioner Lichter stated that he is in favor of amending the charter to <br />reduoe restraints on 100% assessed projects. With regards to the developer <br />picking up any costs exceeding estimates by more than 10%, it is up to Council <br />to protect the interest of the citizens. <br /> <br />Cc~missioner Buchanan stated that p~st experience has sh~n that citizens only <br />attend city meetings when they have something to c~mplain about; no citizens <br />are present tonight, therefore there must not be anything seriously wrong with <br />the charter. If the people are really dissatisfied with the charter, they <br />should be the ones to initiate the changes. The whole intent of the charter <br />was to prevent a select few fr~m making decisions for the whole city. <br /> <br />(km~missioner Bauerkemper stated that Mr. D~rryl Fults attended the March <br />m~cting of the Charter Commission and all of his complaints were ordinance <br />related, not charter related. <br /> <br />CGmmissioner Lichter stated that Mr. Art Raudio raised s(~ne legitimate points <br />at a Charter meeting and all the issues this Charter C~mmission is trying to <br />prevent from happening like hazardous waste plants and utilities the city <br />cannot afford can be addressed by zoning and city financial advisors. <br />O~mmissioner Lichter stated that the C~arter C~ssion is supposed to <br />administer the charter and to reoommend or vote d~wn amendments to the <br />charter. (lm~nissioner Lichter stated that he knc~s frcm Personal experience <br />that developers will put in municipal servioes without the aid of the city, in <br />order to avoid these restrictions, and the city will end up with a poor <br />municii~l syst~. <br /> <br />C~airman Sieber stated that the proposed change could open up a lot of <br />infringements to the city's welfare - it will definitely reduoe oommunication <br />to the citizens of what is happening in the city. (~airman Sieber added that <br />he would not have a probl~ with the recommended change if it foll(~ed the <br />popular vote route.
