Commissioner Buchanan replied that the one nice thing about the syste~ is that even if you don't kn~ anything, you're al]c~ed to vote. Commissioner Buchanan added that be would probably vote for the amendment in a city wide election but would not vote for the amendment if it oo~nes from the Charter Commission alone. The proposed change is broad and sweeping and should not be made by a Ccmmission of 9. Motion by Commissioner Lichter and seconded by Cxmunissioner Ge~nec to include on the November election ballot an amendment to the Charter as follc~s: Section 8.07. When a proposed tmprovms~ent is petitioned for by 100% of the benefitted property (~ners, Oouncil may waive procedures defined in Section 8.05 of this charter. H(~ever, the public hearing on the improvenent must be held, but only a 10 day notice is required after publication in the City's official newslmper. Further Discussion: C~nmissioner Gamec noted that there is no city election scheduled for November, 1985. Chairman Sieber suggested obtaining public input to the matter by inserting an informal ballot in the city newsletter. Ommissioner Lichter withdrew his mot/on and Ommtissioner Gamec withdre~ his second to the motion. Motion by Commissioner Buchar~%n and seconded by Chairman Sieber, for discussion, that in the next city newsletter the proposed charter amendment be explained and request the citizen response in the form of a survey card, if feasible, and if not, in the form of a public hearing. The decision making process will continue from there. Further Discussion: Chairman Sieber stated that a r~tion for the amendment could be submitted to Council with the stipulation that if Council adopts the amendment, the amendment will not take affect for 30 days after it's publication in the newsletter. Commissioner Buchanan stated that Chairman Sieber's suggestion is the same attitude that initiated the charter; make a change and if the people don't like, try and stop it. Motion failed. Voting Yes: Chairman Sieber and Omm~ssioner Buchanan. Voting No: Cc~missioners Gamec, Lichter and Greenberg. Abstain: Commissioner Bauerkenper. Absent: Commissioners ~eitman, Titterud and Data. Motion by Commissioner Gamec and seconded by (kmmdssioner Buchanan that developers be approached, through Mr. Lyle McLaughlin and Mr. Art Raudio, to sukmit to Chairman Sieber their recomme~ language for amending the charter with respect to 100% petitioned for and assessed projects.
