I Discussion Reg_arding_ Sections 3.05. 3.07 and 3.08 Of Charter: O0~ssioner Beitman proposed that the underlined portions of the following sections in Chapter 3 of the City Charter be deleted. Section 3.05 Procedures on Ordinances. Every proposed ordinance shall be presented in writing and read in full before adoption, ~ reading_ is dispensed with by unanimous consent of the council. No ordinanoe shal~ contain more than one subject. Such subject shall be clearly expressed in its title. ~he enacting clause shall be "The City Of Ramsey Ordains". No ordinance, except an ~ergency ordinance, shall be adopted at the meeting at which it is introduced and at least three days shall elapse between its introduction and final adoption. Section 3.07. Signing and Publication of Ordinanoes. ~e final version of e~ery ordinance shall be read in full prior to _r~_e bv council unless such readina is waived bv a majority_ vote of the council, provide~ that a copy of the ordinance is-posted or otherwise made available to the public at l_-a~t three working days prior to the meeting at which it is to Section 3.08.
