I
zeadin~ is dis~ensed with by_ unanin~us consent

~x's ~n~rn ~ ~t ~ f~s it ~d ~e a ~jori~

I
I

I
I

C~airperson Sieber arrived at this time.

C~airman Sieber stated that he would like to see a provision in the C~arter
that would give one oouncilperson the right to call for a reading of &
resolution.

(D~missioner ~eitman stated that Chairman Sieber's s~ggestion would create the
same situation that currently exists; one person can force the reading of a
resolution; there is the potential to delay the flow of council meetings just
as much as.

Chairman Seiber stated that it se~ns unreasonable to vote on and pass an
amendm~t ar~ ~ot include any reoourse for anybody to have a resolution read.

I

I
I
l

I
I

Ckmm%issioner Heitman stated that with the current procedure, a resident still
has to oonvince a oouncilperson to take action to have a resolution read.

Councilmember Arnie (Dx was present and stated that his concern is mot as
Ckm~nissioner Heitman indicated. C~uncilmmber (Dx stated that he has ~o
problem with having the opportunity to have a resolution read - it doesn't mean
that the same situation will be created. It is very difficult to oonduct a
council meeting while trying to keep case thoughts in order, especially when
thoughts have to be interrupted to attend to a procedural matter like waiving
the reading of the resolutions. As for the public, they have always had the
right to have a resolution clarified or read.

Cbn~nissioner Heitman stated that if a provision is included in the charter to
allow one person to call for a reading, the first ~me (Duncilmember (Dx
chooses to invoke that right, the flow of the ~m~ctir~g will be slowed down just
as much as it is now.

Oouncilmsaber Gox reminded Ccmm~issioner ~eim that he sits through the same
meetings and the nmber one priority is c~m~unity business.

Mayor Heit~an stated that City Staff is collecting a salary for atter~ those
(Duncil meetings and Councilmember Oox wastes the evenings away.

I
I
I
I

Oouncilmember Reimann was present and stated that reading of resolutions is a
waste of time; a councilperson should arrive at the meeting prepared and ready
to take action.

O~m%issioner Bauerkemper asked (D~cilmember Reimann if he would prefer it to
take a majority to have a resolution read or a minority to have it read.

Gounci~r Reimann replied that the majority should rule.

May 30, 1985
