Chairman $ieber stated that what b~ is suggesting is to require that the <br />resolution be~resented in writing, but not read unless one person wants it <br />~ead; this wo~ud eliminate the [xocedural h~ops that ~e to be Ju~ed through. <br /> <br />(km~issio~er Beitman stated that (~alnmmn $ieber's suggesLton would still leave <br />one person being able to call the shots. <br /> <br />Motion by (Im~issioner Lichter to reo0~mer~ that City (buncil adopt the <br />following amendment to the Chapter 3 of the City Charter by a unanimous vote: <br /> <br />Amend Section 3.05 to read as follows: 'Procedures on Ordinances. Every <br />proposed ordinance shall be presented in writing before adoption. No <br />ordinance shall oontain more than one subject. ~ subject shall be <br />clearly expressed in its title. ~e enacting clause shall be "The City <br />of Ramsey Ordains". No ordinanoe, except an emergency ordinance, shall <br />be adopted at the meeting at which it is introduoed and at least three <br />days shall elapse between its introduction and final adoption.' <br /> <br />Amend Section 3.08 to read as follows: 'Procedure On Resolutions. Every <br />resolution shall be presented in writing before adoption and shall be <br />filed and preserved by the clerk-a~ministrator.' <br /> <br />Further Discussion: C~airman Sieber ~oted that this amendment has no provision <br />to force the reading of resolutions or ordinanoes; the only thin9 ~lmt san be <br />foroed, by a majority ~te, is the reading of the final version of ordinances. <br />C~nm~issioner Greenberg pointed out that these resolutions and ordinances are <br />available at City Hall for public review. Oommissioner Greenberg inquired as <br />to what the current requir~ent in the Charter acoomplishes. (kmm%issioner <br />Beitman stated that the current requirement in the charter allows for the <br />opportunity to fillibuster. Co~missioner Data stated that he is sure that <br />Gouncil would respond to a citizen requesting reading or clarification of a <br />resolution. <br /> <br />(/mm%issioner Data seoonded O~zmissioner Lichter's motion to r~ a charter <br />amendment. <br /> <br />Motion carried. Voting Yes: C~ai~ Sieber, Ck~m%issioners Beitman, Data, <br />Titterud, Lichter, Bauerkemper and Greenberg. Voting No: None. Absent: <br />Cc~missioners Gamec and Buchanan. <br /> <br />~ Setting_ Date For Next Charter Oo~nission Meeting_: <br /> <br />Charter Ommission oomus was to set a meeting date of June 27, 1985. <br /> <br />Motion by __co~_ ~ssioner Beitman and seoomded by Ckmm%issioner Lichter to adjourn <br />this special meeting of the C~%arter (k~nission. <br /> <br />Motion carried.
