Councilmsnber Cox stated that a lot of people in the <br />audience ~y ~t think his actions are appropriate, but he was elected to <br />represent the people of Ramsey and he is serious about that. Oouncilm~r Cox <br />stated that the Mayor indicated that he is very supportive of getting the <br />requirement of resolution reading changed; apparently the Mayor recognizes that <br />it is a reverse law; if it is wrong, attempts should be made to change it; as <br />an acoountable representative, Councilmember Cox stated that it is his <br />responsibility to attempt to change it. Council~mber Cox stated he will waive <br />the resolution reading this evening in view of the fact that there are near 20 <br />resolutions to be adopted and reading all of them would prohibit any co~unity <br />business from being accomplished. Councilmenber Cox stated that he has backed <br />off of the resolution reading issue for over 3 ~)nths and will back off for <br />another 30 days in order to allow the ~harter Co~ssion enough time to get a <br />quorum together to bring this reverse law into proper perspective. <br />Oouncilmember Oox stated that there are other items in the charter that are of <br />concern to this o0mmunity as far as cost and future tax base and the (barter <br />Co~ission must get off their duffs and address them. Mayor Heitman stated <br />that he will make every att~pt, within reason, to attend a Charter O~ssion <br />meeting to address these items and noted that he does not have much choice when <br />he must go out of town on business. Councilm~r Cox asked Mayor Heitman if <br />the Charter Co~m%ission meeting could be scheduled at a time when Mayor Heitman <br />is sure to be in town. Mayor Heitman stated that he will request the (]~arter <br />(km~ssion to do so. Gouncilm~r COx stated that he will agree to waive the <br />reading of resolutions until the next regular Council meeting scheduled for <br />June 25, 1985. Councilmember Gox stated that if something has not been done by <br />June 25, the people can expect to be hearing resolutions read at Gouncil <br />meetings. Oouncilme~ber COx stated that citizens should have the right to have <br />resolutions explained; the citizens have always had that right in Ramsey. <br /> <br />Mayor Heitman withdrew his motion to table Case #2. <br /> <br />Gouncil unanimously consented to waive the reading of the resolution. <br /> <br />Motion by Councilmember Schlueter and seconded by fbuncilmember (Dx to adopt <br />Resolution %85-90 requesting the State of Minnesota reduce the speed limit from <br />50 m.p.h, to 40 m.p.h, on 167th Avenue N~ (MSA Route) between C~ #5 and State <br />Highway #47. (Please refer to resolution file for Resolution %85-90). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, (buncilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: NOne. <br /> <br />Police Labor Negotiations: <br /> <br />~.
