Motion by Mayor Hei~man and seconded by Oouncilmember (Dx to schedule a special m~etingfor Wednesday, May 29, 1985 for the purpose of reading all resolutions and ordinanoes proposed for adoption in the May 28, 1985 ~ouncil age~da; action on the proposed ordinances and resolutions would be acoompltshed at the June 23, 1985 Oouncil meeting. Further Discussion: Mayor Heitman inquired as to h~w many persons present in the audience would like the resolutions read. Councilmember COx stated that the persons in the audience do not realize the depth of M~yor ~eitman's question. Oouncil~amber Cox stated that Mayor Beitman should h{~ many of the persons in the audience understand the City charter. Mr. Douglas Fountain, a member of the audience present, stated that he understands that the City charter gives the oo~munity the right to hold City Council accountable to the citizens. Councilm~ber Cox stated that Mr. Fountain was exactly right, but the charter is based on the reo~tions of the (]]arter O~ssion, n~t the c~munity. Mayor Heitman stated that he did say he would attend a meeting of the (~ter Co~m%ission for the purpose of addressing charter ooncerns; at the time of subsequent Charter meetings, he happened to be out of town on business and was unable to attend those meetings. Councilm~er Cox stated that during Mayor Heitman's campaign he stated that he would impl~ment the charter as the citizens intended it; Councilm~ber COx stated that at times, Mayor Heitman talks out of both sides of his mouth. Mayor ~eitman called for a roll call vote: Councilm~mber Sorteberg - Naye Councilm~mber Cox - Naye Mayor Heitman - Aye Councilmamber Schlueter - Naye Oouncilmember Reimann - Naye Motion failed. Mayor ~eitman inquired as to who will read the proposed resolution. Councilmember COx stated that Mayor ~ei~an was (~rman of the C~%arter O~ssion at the time the charter was being written and who should read resolutions should have been addressed at that time. Bill Pittman was present in the audience and stated that Gouncilm~r COx has been questioning everything the Mayor has said; that people in the audience came to see Gouncil attend to business and end up listening to this garbage all night; Councilmember COx has been talking this same way for 22 years. Councilm~ber Cox stated that Mr. Pittman is talking out of both sides of his mouth too.
