Revenue And _Expenditure Report For Apr// 1985 - <br /> <br />(bunctl noted. <br /> <br />Q~ ~doption Of Resolution Requ_ esting Cba~_ae Of _S~'cd L/mit On 167th <br /> <br />Mayor Heitman called for a unanimous consensus to dispense with the reading of <br />the resolution. <br /> <br />councilm~ber COx stated that at the last meeting he indicated and Council <br />took action to request that the Charter (kmmission review the necessity of the <br />reverse law in the f~arter requiring the reading of resolutions, a law to which <br />Council bas basically agreed is inappropriate. Councilmsmber Cox stated that <br />apparently the Charter Co~nission has not taken any action; there could be a <br />situation of 20 resolutions being read tonight if there isn't a unanimous <br />consensus to dispense with the reading. Councilmsmber Cox stated that in his <br />opinion, the Charter Oa~mission very improperly forced a charter down the <br />throats of Ramsey citizens. ~he only way the Charter (1remission will <br />understand is if they see there is a problem; these concerns were initiated <br />well over 90 days ago and the Charter (kmm~ssion has not addressed them yet. <br />9he Charter Co~m%~ssion cannot even get a quoru~ of m~bers to attend meetings <br />to take action on items of concern like the 60 day waiting period imposed on <br />100% assessed projects. Counci~r Gox stated that the public has a right <br />to kn~w why the council will be reading all resolutions prior to adoption -- <br />certain Charter requirements create problems for the people of Ramsey and the <br />Charter (kmm~ssion is not addressing the issue. <br /> <br />Mayor Heitman stated that the Charter (km~nission has not addressed the issue as <br />of yet. <br /> <br />counci~r Cox replied that the Charter (km~ission does not feel that the <br />changes to the Charter requested are appropriate; the City has had to delay <br />appointments to vacancies on (km~issions as a result of the newsletter <br />schedule. Councilmember (Dx stated that he has encouraged that the changes be <br />accumplJmhed and as a result of the Charter Coumission's inability to act, <br />nothing has been done. councilmember Cox stated that he can provide <br />documentation distributed during Mayor Heitman's campaign stating that Mayor <br />Heitman will support the majority; Councilme~ber (Dx stated that the majority <br />would like to know the facts, councilmember (Dx explained that he received his <br />May 28 agenda on Friday, the eve of a holiday week-end, and he has not had a <br />chance to review all the resolutions in the agenda; therefore, the resolutions <br />should be read and the people in the audience will also be well informed. <br />councilm~mber COx stated that another Charter requirement that is not ~r~c~:d is <br />Councilpersons serving as precinct liaisons; Councilm~mber Cox sited Mayor <br />Beitman's atter~ance of a recent Landfill O0~mit~ meeting as an example of <br />how one person representing Council allows for a bad situation. <br /> May 28, 1985 <br /> <br />Page 14 of 31 <br /> <br /> <br />
