I <br />;I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Motion by Mayor Heitman and seconded by fbunci~r (Dx to accept the (~arter <br />(km~nission's reco~m~ndation of May 30, 1985 to adopt the proposed changes to <br />City [:~arter Sections 3.05 and 3.08. <br /> <br />Mayor Heitman called for a roll call vote: <br /> <br />Councilmmber Sorteberg - Aye <br />Councilmember COx - Aye <br />Mayor Heitman - Aye <br />Councilmember Reimann - Aye <br />Councilmember Schlueter - Aye <br /> <br />Motion carried. <br /> <br />fbuncil oonsensus was to direct City Staff to prepare an ordinance, to be <br />introduced at the June 25, 1985 Oouncil meeting, regarding the proposed charter <br />a~endment. <br /> <br />(buncilmember Oox inquired if he could bring up for discussion other charter <br />concerns. <br /> <br />Mayor Heitman requested that other charter concerns be discussed during <br />Mayor/Council Input. <br /> <br />Councilmember (Dx stated that in view of the fact that there are C~arter <br />O~ssion m~bers present at this time, he would prefer to discuss the charter <br />now. Councilmmber COx stated that the r~wsletter publication time frame is <br />creating delays in filling vacancies on various City cc~ssions; Councilmember <br />Cox also expressed his concern with charter required precinct liaisons. <br /> <br />Mr. John Lichter stated that precinct liaison brings Council to a more personal <br />level with the citizens. <br /> <br />Oouncilmember Cox stated that mCitizen Input' at Council m~etings acoomplishes <br />the same as precinct liaisons. <br /> <br />Ms. Brenda Bauerkemper noted that not everyone is able to attend Council <br />meetings. <br /> <br />Oouncil discussed briefly the possibility of televising Council meetings on <br />_Cable T.V. <br /> <br />Councilmember COx expressed another ooncern with the charter as being the 60 <br />day waiting period imposed on 100% assessed projects; in ~lking with <br />developers he has found that the primary reason developers are not building in <br />Ramsey is because of the charter imposed time delays. <br /> <br />Ms. Bauerkemper stated that the Charter Omm~ission has discussed the 60 day <br />waiting period in the past and she is sure it will be discussed at the (~arter <br />meeting scheduled for June. With respect to the newsletter time frame, Ms. <br />Bauerkemper stated that the C~ter C~ssion has no input into the time frame <br />of the newsletter and the reason for requiring a newsletter was to promote <br /> May 30, 1985 <br /> <br />Page 6 of 11 <br /> <br /> <br />
