I <br />I Councilmmber COx stated that he did initiate the special Council meeting. <br /> Councilmmber (Dx stated that a Ore, unity Festival is being planned in order to <br /> raise funds to match the Lutheran Brotherhood p~rk donation of $13,000; a <br />I condition of the Lutheran Brotherhood donation is that Ramsey match the <br /> donation with a fund raising effort. A oo~ittee has been formed and working <br /> on the (km~unity festival for about 5 weeks. Gouncilm~nk~r (I)x stated that at <br />I the June 11 Council meeting he informed Council that the Lions' were handling <br /> the raffle and were requesting a loan of $1200+ from the City with which to <br /> purchase a boat and trailer for the raffle. Coun~r Oox stated that <br /> there was s~me discussion as to whether the C/ty could be ir~olved in the <br />i it determined at that to issue a check to Twin <br /> raffle <br /> but <br /> meeting <br /> was <br /> Marine. Councilmember COx stated that when he requested that check from City <br /> Staff there was some question as to which account the loan would oome out of <br /> and the check was not issued. Councilmenber Cox stated that the Lions were <br /> under a time frame for the gambling lioense application; their application had <br /> to be sutmitted to the State by Jurm 20 and in order for the lioense to be <br />I effective by the date of the o0~nunity festival, it was neoessary for the City <br /> to waive the 30 day time period the State has allowed for city's to react to <br /> gambling applications. Councilmember Cox stated that he doesn't like to <br /> conduct any more meetings or incur any more cost than is necessary but in this <br /> I 3 acoountable met to do what had be done and <br /> passed <br /> motion to waive that 30 day waiting period with respect to the lioense <br /> <br />I <br />I <br />I <br />I <br /> <br />application. Counci~r Cox stated that he is hapi~y that the job got done <br />and the project is m~wing on. <br /> <br />Susan Beale inquired if the gambling lioense is for a one day ~eat or will it <br />be an on-going license. <br /> <br />Councilammber COx stated that he did not see the application. <br /> <br />Susan Beale inquired if the gambling li~n~ inol~s ' 11 ta~'. <br /> <br />City Attorney Goodrich stated that the State issues gambling lioenses; Council <br />only waived the 30 day reaction time; whatever the State charitable gambling <br />lioe~e i~lu~s is what the Lions got. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Mr. Berg referred to Ms. Beale's earlier ~.nt regarding Counc~r <br />Reiman~ stating that the issue not being on a regular Council agenda was <br />Staff ' s error. <br /> <br />Ms. Beale reiterated that Counc~r Reimann told her that the issue was not <br />on a regular agenda due to S~f error. <br /> <br />Mr. Berg stated that he was not aware of any gambling lioense application until <br />he received a call fr~m Coun~r (]ox requesting that a special Council <br />meeting be called. Mr. Berg stated that through normal channels, that gambling <br />lioense application would have been on a Council agem~a for denial or taking <br />it's normal course; taking it's normal course, the license would not have been <br />effective in time for the oo~unity festival and Gouncilmember COx requested a <br />special meeting to waive the 30 days and expedite the lioense procedure. <br /> <br />Coun¢ilmember Cox stated that any mix up as far as City Staff is conoerned <br />came about when the check for the boat and trailer was not issued; the Lions <br /> J~%e 25, 1985 <br /> <br />Pa~ 6 o~ 23 <br /> <br /> <br />
