He graduated in 1968 from Milaca, <br />MN High School, earned his BA degree from <br />the University of Minnesota-Duluth in <br />1973 and his masters degree in 1978 from <br />United Theological Seminary. <br /> <br />Elwyn is currently pastor of Blaine United <br />Methodist Church. <br /> <br />His community activities Include: member <br />of the Blaine City Council, chaired the <br />Blaine Economic Development Commission, <br />chaired the Blaine Highway 65 Redevelop- <br />ment Committee, chaired the Blaine Business <br />Expo, member of the Anoka-Ramsey Community <br />College Advisory Board, member of the <br />Municipal Legislatlve Coalition Board of <br />Directors, member of the League of Minnesota <br />Cities Economic Development Strategies <br />Policy Committge, member of School District <br />l) Communi'ty Education Advisory Committee, <br />City council liaison to the Blaine Area <br />Development Company, and a member of the <br />Blaine Senior Housing Task Force. <br /> <br /> <br />
