If that permit is granted, Mr. Auel will be <br />legitimate; if it is not granted, enforce the ordinance. <br /> <br />Mr. Auel stated that there are lots of violations of the ordinance right in his <br />neighborhood. <br /> <br />Mr. Goodrich stated that the City cannot selectively prosecute; everyone must <br />be made to oc~ply and be treated equally. <br /> <br />Motion by Mayor Heitman and seconded by Councilmenber Schlueter directing that <br />the Zoning Ordinance be placed on the Gouncil agenda for August 13 for Council <br />review and discussion. <br /> <br />Further Discussion: Mr. Auel stated that there is a mix of blue and white <br />collar workers in Ramsey and there will always be a conflict. <br /> <br />Motion carried. Voting Yes: Mayor Heiman, Councilm~nbers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Case %~ Drainage Problems And Other Effects Of High water Table: <br /> <br />Councilmenber Reimann stated that per the June 25 agenda, it was suggested that <br />$2500 be appropriated for installing testing wells in Flintwood II and <br />River Acres. Councilme~ber Reimann suggested that the money be used to test <br />private wells in those area. <br /> <br />Mr. Berg stated that the probl~n is not with residential wells, it is with the <br />upper ground water which feeds into the lower reaches; that upper ground water <br />should be tested for contamination. <br /> <br />Motion by Councilmenber Reimann and seconded by Mayor Heitman, for discussion, <br />to authorize the testing of ground water in the Flint-wood Hills Seoond Addition <br />area and Barthel Rm River Acres. Further to authorize costs not to exceed <br />$2,500 which will allow for approximately four test wells. <br /> <br />Further Discussion: Councilmmber Gox inquired as to the City's course of <br />action when the information is received; the p~ivate wells should be tested <br />first and if there is contamination, proceed to the more costly action of <br />installing monitor wells. Councilmember COx noted that the ground water may be <br />contaminated as a result of it being a concentrated area and fr~n l~n <br />fertilizer run-off. Mr. Berg stated that if there is contamination, municipal <br />services would have to he installed to correct the situation.
