Councilm~mber COx referred to Ms. Looyen's ooam~ts regarding the Park Board <br />not having made a reo0mmendation for the spending of the money and noted that <br />the April 18, 1985 Park Board minutes indicate that the money should be put in <br />the Park's General Fund. Oouncilm~nber Oox stated that he and Mr. McCusick <br />were responsible for the softball tournament idea as a fund raiser; it is a <br />co~nunity wide project and should enhance River's Bend Park as well. <br />(buncilmenber Cox stated that he had hoped the event would raise enough funds <br />to blacktop the tennis oourts at River's Bend rather than expect such a large <br />donation to accomplish it. River's Bend Park will be utilized tremendously; it <br />will be surrounded b~ many more hemes than Oentral Park is. Councilme~ber Cox <br />stated that he supports the use of tax generated dollars for Central Park; in <br />essence, funds raised in the Gommunity Festival are private dollars. <br /> <br />Motion by Mayor Heitman and seconded by Oouncilm~nber Schlueter directing the <br />Community Festival (km~ittee to determine h~w the funds gained through the <br />community softball tournament/Lutheran Brotherhood donation will be spent. <br /> <br />Further Discussion: Councilm~nber Cox asked Mayor Heitman if he wants the Park <br />Board or the Community Festival Committee to make the determination; on June 25 <br />Mayor Heitman stated he wanted a reoommendation fr~n the Park Board. Mayor <br />Heitman stated that he feels it would be more appropriate for the (k~m~ty <br />Festival Committee to make the reoo~mendation. Mr. Goodrich stated that the <br />people do not have to give the City the money if the City doesn't spend it <br />where they want it spent. Councilmenber Schlueter stated that the Lutheran <br />Brotherhood did not put a stipulation on where the money is to be spent. <br />Oouncilm~mber Oox stated that the people donated to the festival in hopes of <br />generating funds for the park of their choice. Councilm~mber Schlueter stated <br />that the public is aware that the funds will be used for parks; the final <br />decision lies with Council. Mr. Goodrich stated that the (2m~unity Festival <br />O0mmittee is no different than the Jayoees or Lions; they have the option to <br />not forward that money to the City. Councilm~nber Schlueter stated that the <br />Ommnittee has to use the money as it was advertised. Counc~r Oox stated <br />that in light of this discussion, he feels he should resign fr~m serving on a <br />Oommunity Festival Ommnittee working to secure funds for park develo~nent that <br />allows the citizens a scape goat. Councilm~ber COx inquired as to how many <br />raffle tickets the Mayor sold. Mayor Heitman stated that he hasn't sold any <br />and he won' t if Councilm~mber Cox keeps it up. Oouncil agr~ to Councilm~nber <br />Cox's resignation from the Cou~,,unity Festival Ommnittee. <br /> <br />Mayor Heit~an restated his motion as foll(~s: <br /> <br />Motion by Mayor Heitman and seconded by Councilm~nber Schlueter to repeal <br />Oouncil's action on June 25, 1985 regarding a 50/50 split between Central Park <br />and River's Bend Park of the o0~munity softball tournament/Lutheran Brotherhood <br />funds raised. Further, that the recommendation for the spending of the funds <br />should come frc~ the Park and Recreation Ommnission.
