Engineering; A) Joint Powers Agre~nent With Anoka County <br />Regarding Improvenents To Azurite Street N~; B) MSA 5 Year (bnstruction <br />Program. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilm~mbers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />APPROVAL OF CITY COUNCIL MEETING MINUTES <br /> <br />Mayor Heitman noted that he was mab!e to attend the special Council meeting of <br />June 19, 1985 and that he will be unable to attend any meetings held prior to <br />5:30 p.m., unless they are of an emergency~ nature, because of the distance from <br />his place of ~nployment to the City. <br /> <br />Councilm~nber Cox inquired as to what times Mayor Heitman will be available. <br /> <br />Mayor Heitman replied that he will be available after 5:30 p.m. unless there is <br />an emergency. <br /> <br />Councilmember (Dx inquired as to who makes the 'emergency' determination. <br /> <br />Mayor Heitman stated that the Charter determines 'emergency'. <br /> <br />Councilmember (Dx irguired if Mayor Heitman would consider the Lions' gambling <br />license an emergency. <br /> <br />Mayor Heitman stated that he did not feel the gambling license issue was an <br />emergency; the raffle drawing is set for August 1 and there was a sufficient <br />amount of lead time. <br /> <br />Councilm~nber COx pointed out that the intended time for the raffle drawing was <br />July 14; the waiving of the 30 day waiting period was necessary in order to <br />have everything in order and be able to have sufficient time to sell raffle <br />tickets. <br /> <br />Mayor Heitman inquired if one hour would have significantly affected the <br />outcome. <br /> <br />Councilmember Cox replied that one hour would probably not have made a <br />difference but he was not aware of Mayor Hei~nan's time frame.
