It remains within Council's purvie~ to deny <br />attendance. <br /> <br />Police Chief Auspos stated that just about e~ery seminar <br />officers attend have the subject of vicarious liability <br />attached to it. Many o0~unities have l~suits for <br />vicarious liability at oosts 6-7 times their annual budget. <br />Very few seminars benefit the officer more than they <br />benefit the city. <br /> <br />Gouncilms~ber Reimann noted that the City is reimbursed by <br />the State for officer education. <br /> <br />Mayor Heitman inquired if there has been a gross misuse <br />of s~minar attendance by employees. Mayor Hei~an stated <br />that he is of the opinion that the City Administrator <br />should call the shots and make sure Staff is receiving <br />the appropriate amount of update and information to do <br />their job. Mayor Heitman stated that he would like to see <br />verification for attendance. <br /> <br />Gouncilm~mber Cox stated that a lot of seminars do nothing <br />but perpetuate something that a lot of us don't believe in <br />or do not pertain to Ramsey's situation. <br /> <br />Mr. Schnelle stated that Ramsey is designated as a Group 5 <br />city and is pushed by State law into these positions; <br />Ramsey is required to be able to do things. <br /> <br />Motion by Councilm~ber Schlueter and seoonded by Mayor <br />Heit~an to adopt Resolution %85-137 regarding seminar <br />attendance with the foll~ing amen~ents: (Please refer to <br />resolution file for Resolution #85-133. <br /> <br />1.
