The rehabilitation activities will be funded <br />through deferred and low-interest loans. Unique features of <br />the grant are the way the project provides assistance to the <br />handicapped and incorporates energy conservation measures. <br /> <br /> OTTER TAIL COUNTY--s464,800 <br />Otter Tail County was awarded Small Cities Development <br />Program (SCDP) grant of $464,800 to rehabilitate approxi- <br />mately 45 housing units in the rural. Southeastern portion of <br />the County. Based on surveys of housing conditions by <br />township assessors, analyses by HRA staff, and data from <br />the fire department, the effort will be directed toward those <br />housing units where safety hazards exist due to faulty ~ood <br />heating systems, unsafe electrical wiring, and dnsanitary <br />plumbing facilities. <br /> <br />PENNINGTON COUNTY-s253,000 <br />Pennington County has been awarded a $253,000 Small <br />Cities Development Program (SCDP) grant to rehabilitate <br />41 Iow and moderate income owner-occupied substandard <br />homes in the cities of St. Hilaire and Goodridge. The <br />rehabilitation activities in Good['idge will be closely tied to a <br />sewage treatment facility and will provide hookups for <br />eligible property owners. This phase of the project will <br />eliminate a serious health and safety problem. <br /> <br />RUTHTON--$422,320 <br />The City of Ruthton will use a $422,320 Small Cities <br />Development Program (SCDP) grant to rehabilitate up to <br />28 substandard houses, acquire and demolish severely <br />blighted structures, and provide a site for construction of an <br />elderly housing project. The project will have a substantial <br />impact on the housing stock and eliminate some vacant <br />deteriorating buildings. Total project cost is $615,000. <br /> <br />SIBLEY COUNTY-$465,200 <br />Sibley County has been awarded a $465,200 Small Cities <br />Development Program (SCDP) grant to rehabilitate 64 <br />owner-occupied houses in five incorporated areas of Sibley <br />county. Houses to be rehabilitated are deteriorating and <br />occupied by low and moderate-income persons. Project <br />funds will also be used to acquire and demolish five <br />dilapidated units. Energy efficiency measures are incorpor- <br />ated into the overall design of the project. <br /> <br />WINONA-5463,680 <br />The City of Winona was awarded a Small Cities Development <br />Program (SCDP) grant of $463,680 to provide financial <br />assistance for the rehabilitation of approximately 28-30 <br />housing units in the Southeast Neighborhood. The program <br />will be coordinated with the City's Neighborhood Energy <br />Workshops, which are partially funded through the Gov- <br />ernor's Community Energy Program. The City's water supply is <br />contaminated with benzene. Minnesota Pollution Control <br />Agency is currently funding a charcoal filter to extract the <br />benzene and studying the source and extent of the ground- <br />water contamination. The City will be contributing $10,000 <br />toward the administration of the project. <br /> <br />BROWNSVILLE--s600,000 <br />The City of' Brownsville will combine $600,000 of Small <br />Cities Development Program (SCDP) grant funding with <br />over $700,000 from the Environmental Protection Agency, <br />the Minnesota Pollution Control Agency, and local property <br />assessments to construct a wastewater treatment and col- <br />lection system. Over two-thirds of the private on-site septic <br />systems in this small community are currently failing. These <br />failures directly relate to contamination of 46% of the City's <br />private wells. <br /> <br />CEYLON-s370,759 <br />The City of Ceylon will use a $370,759 Small Cities <br />Development Program (SCDP) grant to help complete a <br />sanitary sewer system. In 1984, the City was awarded a <br />MPCA/EPA grant for the construction of a sanitary sewer <br />treatmeni facility. The grant was conditioned on obtaining <br />additional funding to construct the sanitary sewer collection <br />system and assuring the debt service was affordable to <br />residents. The City will use SCDP funding to abate the <br />special assessments for low and moderate income owner- <br />occupied households for the collection system. The total <br />sanitary sewer system will cost $1,971,947. <br /> <br />MEADOWLANDS--$~ 1~i,000 <br />The City will use a $116,000 Small Cities Development <br />Program (SCDP) grant to construct a new 25,000-gallon <br />elevated storage tank with controls to prevent freezing. The <br />current tower is structurally unsound and has a history of <br />biotogica~ contamination and freezing during the winter. <br />Construction ora new water tower will eliminate the critical <br />health and safety problems and reduce the amount of funds <br />spent on emergency repairs. Total project cost is $168,000. <br /> <br />FRANKLIN-$t87,550 <br />The City of Franklin was awarded $187~550 Small Cities <br />Development Program (SCDP) grant to undertake water <br />system improvements. SCDP funds will be used to construct <br />an elevated water storage tank and cap two old abandoned <br />water wells, in order to prevent aquifer contamination. The <br />City will finance the upgrading of the water treatment plant. <br /> <br /> <br />
