<br />The City of Russell was awarded $471,750 Small Cities
<br />Development Program (SCDP) grant to connect to the
<br />tincoln-Pipestone Rural Water System and replace and
<br />Ioop water mains. The City suffers from extremely poor
<br />water quality and water pressure. The main water source is
<br />susceptible to frequent bacteriological contamination. The
<br />lack of water pressure has created numerous problems of
<br />backsyphoning and inability to provide water for normal
<br />household uses. Thc total project cost will be over $500,000.

<br />SPRING GROVE--s300,000
<br />A Sma]! Cities Development Program (SCDP) gran$ of
<br />$300,000 was awarded to the City of Spring Grove~o assist
<br />in the construction of a new municipal well. All three of the
<br />City's current wells have been found to contain triclor-
<br />octhylene contamination of varying severity and a new water
<br />source is necessary for protection of public health. The
<br />unique Karst geology of the area contributes to the migration
<br />of contaminants from upper to lower aquifers and increases
<br />the costs of solving this serious problem.

<br />The City of Wendell, population 214, was awarded a
<br />$305,000 Small Cities Development Program (SCDP) grant
<br />to install a sewage collection system for the treatment facility
<br />to be constructed with a grant from EPA/MPCA. Currently,
<br />untreated effluent from septic tanks flows through an open
<br />ditch into Mud Lake, a wildlife production area. SCDP
<br />funds will be used to reduce local costs and pay assessments
<br />for low and moderate income homeowners. Approximately
<br />one-fourth of Wendell residents are elderly.

<br /> The City of Ada has been awarded a $275,000 Small Cities
<br /> Development Program grant for housing rehabilitation and
<br />I the elimination of slum and blight activities. The project
<br /> addresses low and moderate income owner-occupied and
<br /> rental housing needs. Proposed activities include the rehab-
<br /> ilitation of 36 LMI units, 16 of which are county-owned
<br />I subsidized rental homes. The project will meet a major need
<br /> to improve the City's rental stock.

<br /> The City of Argyle has been awarded a two-year Small Cities
<br /> Development Program grant of $ i, 190,000 for a community
<br />i revitalization effort focusing on the West Side of the City,
<br /> inctuding the central business district. Activities proposed
<br /> include housing rehabilitation of units occupied by low and
<br /> moderate income persons; improvements of streets, curbs,
<br />I gutters, and sewer extensions; and storm sewer improve-
<br /> ..ments. The project includes an excellent energy-efficiency
<br /> component for the rehabilitation activities.

<br /> lhe City of Bellingham was awarded a $250,000 Small Cities
<br /> De',elopmcnt Program (SCDP) grant for the construction
<br />I of a water treatment facility and the acquisition and
<br /> demolition of four dilapidated structures. The City's current
<br />
<br />water supply contains extremely high levels of iron, ma~'-
<br />ganese, and sulfate-sulfur, resulting in very rapid deter-
<br />ioration of all water system components. Correction of the
<br />water problem, along with clearance of buildings currently
<br />contributing' to a blighted appearance, is expected to
<br />stimulate overall community revitalization.

<br />The City of Biwabik will use a $1,122,520 two-year Small
<br />Cities Development Program (SCDP) grant to undertake a
<br />downtown neighborhood revitalization project. Activities
<br />include: 16 economic development loans to assist business
<br />expansion and improvements, residential rehabilitation of
<br />40 units, and public facility improvements. The current
<br />e~conomic conditions have contributed to the need for
<br />hoffsing rehabilitation because of the inability to finance
<br />maintenance and home improvements. The business loans
<br />will create or retain 80jobs immediately, as well as provide
<br />the basic services necessary for future economic development
<br />opportunities.

<br />The City of Carver was hwarded $1,350,000 over two years
<br />in Small Cities Development Program (SCDP) grant funds
<br />as part ora major local improvement effort budgeted at over
<br />four million dollars. The goal of this comprehensive improve-
<br />ment program is the provision of necessary municipal water
<br />and sewer facilities, a£ong with financing for substantial
<br />property rehabilitation, within the core area of the City.
<br />Provision ora municipal water system will eliminate a threat
<br />to the health and safety of residents caused by excessive
<br />nitrate and coliform contamination of private wells. Assess-
<br />ment abatement will be used to direct program benefits to
<br />low and moderate income households. An additional element
<br />of this project is the acquisition and relocation of four
<br />households located in the Minnesota River floodway. The
<br />combination of activities proposed is expected to have a
<br />substantial impact and greatly impact the City's growth
<br />potential.

<br />Thc City of Detroit Lakes was awarded a two-year $1,374,722
<br />Small Cities Development Program (SCDP) grant to assist
<br />in the redevelopment of the central business district. Thc
<br />SCDP grant will leverage $7,966,000 including $1 million of
<br />equity from Ryan Development Corporation for construc-
<br />tion ofa 120,000 square-foot shopping center, incorporating
<br />both new and existing space. Grant activities will include
<br />replacing and upgrading aging and inadequate public facili-
<br />ties, street improvemcnts~ parking expansion and property
<br />acquisition and relocation. Approximately 25 to 35 new
<br />businesses will be added, bringing an anticipated 85 new
<br />jobs.

<br />The City of Fosston has been awarded a two-year Small
<br />Cities Development Program grant of $1,332,050 for a
<br />comprehensive community development program. Activities
<br />include housing rehabilitation of 40 owner'renter-occupied
<br />units, commercial development, and extensive upgrading of
<br />public facilities. Commercial development will provide a
<br />new mini-mall, which has all of its space leased and the
<br />potential of 77 new jobs. Commercial rehabilitation will
