Mr. Bergeron added that a r~wspaper is supposed to be timely; a newsletter is intended to be a publication of events happening in the city without o0~inent. Jerry Henneker - President of CSI - During the oontract with (]SI, it is intended that the bi-monthly ~3h!ication will be evaluated for effectiveness and at the end of the trial period, (]SI will make reoonxnendations for a more effective newsletter. Mr. Henneker stated that a more frequent and/or individual newsletter creates a situation of not enough advertising to oover the costs of the newsletter and a ~eed for a city subsidized newsletter. Motion by Gouncilm~mber Oox and seconded by Mayor Hei~an to enter into an agreement for the publishing of the Tri-City Newsletter with Bergeron and Associates p,,hl ishing the Sept~ber, 1985 issue and Campaign Success Incorporated pub]_ishing the Nov~nber, 1985 issue; that during this interim period the effectiveness of the newsletter, with respect to Ramsey's oharter, be studied and a firm contract Ixoposal for 1986 be subnitted. Motion carried. Voting Yes: Mayor Heitman, Gouncilm~nbers Sorteberg, Reimann and Schlueter. Voting No: None. Authorizing Of Cash Count: Motion by Councilm~nber Sorteberg and seconded by Councilm~nber Schlueter to authorize Deloitte, Haskins and Sells to perform a cash count of City funds at the close of the working day on August 16, 1985. Further Discussion: Councilm~mber Gox noted that earlier there was mention made of Mr. Schnelle resigning; this will require another cash oount; suggest saving money and doing a simultaneous cash count for Mr. Gracyzk's ooming on board and Mr. Schnelle's leaving; the taxpayers are praying for these cash counts and ho~ many cash counts will the City have to do? Mayor ~eitman replied that the ntmber of cash counts required depends on the number of resignations. Mr. Schnelle stated that a cash count is not required on his leaving the City because the Accounting Clerk has been handling the money since Ms. Haapala' s resignation. Motion carried. Voting Yes: Mayor Heitman, Councilm~nbers Sorteberg, fbx, Reimann and Schlueter. Voting No: None. Case #3: Changing Of Job Title: (buncilmember Sorteberg stated that he and Councilm~ber Reimann discussed this issued with Mr. Schnelle and recommend al~prcwing the job title change as it will not affect job description or salary. Councilm~nber Oox stated that the new Chief Accountant hasn't e~en received his first paycheck yet and is requesting a job title change; what is the advantage of changing the job title?
