T~e previous o0mmsittee <br />sulmmitted its report to the Board of Directors in February 1984. 7he Board <br />debated the report at three separate meetirgs before oo~cludirg that the best <br />approach to take would be to start a new oc~mittee, instead of acting on the <br />report of the first cc~mittee. The report ir~luded major r~ations for <br />char~ing the system, whid~ had support from a substantial majority of osm..,~ttee <br />members, 10ut also ir~luded a strong dissent from a minority of me~bers. <br /> <br />new oi......~ttee included eight persors who served on the first ~ttee. <br /> <br />The Board of Directors adopted the following charge to the Bole of Cities in <br />Beal Estate ~ ttee.. <br /> <br />"Cities have always been involved with real estate development, mostly through <br />planning ar~ zoning decisions and provisions of basic infrastzuoture. In <br />recent years cities have Galled on new tools to guide development. These <br />tools, which are primarily financial, have ushered in a new w~rking <br />relationship between ,.micipal officials and private developers, a kind of <br />partnership in investing ar~ de%~_loping. ~be oontext of this partnership <br />includes the federal attention to local real estate development inaugurated by <br />the urban renewal program and the more recent interest _manifest by state <br />governments o <br /> <br />."While there are relevant state statutes, as well as procedural protoools <br />observed by cities individually, there is no well ur~erstood and articulated <br />policy framework for this new relationship. Tbs committee shall r~ the <br />elements of such a framework. ~be __mC,-m~ tree should, specifically: <br /> <br />Review the rationale for the role of cities as investors ar~ developers <br />and the public purposes sers~d, identifying the kinds of r~_ds that <br />suggest sc~e form of public ass istar~e. <br /> <br />I <br />i <br />I <br />I <br />! <br /> <br />5 <br /> <br />Identify existing or potential hazards. <br /> <br />Develop a policy framework for the management of cities', role in real <br />estate des~lopment. In des~loping the policy framework, the o-m~ttee <br />should: <br /> <br />Identify: a) the criteria by which cities decide whe~ to <br />provide finar~ial assis~ for projects, b) what fora the <br />financial assistance sbculd take, and c) the extent to which they <br />should use their cwn fur~is and those of other levels/units of <br /> <br />Identify, imofar as possible, improved ways to provide financial <br />assistance. <br /> <br />Show bow cities can carry out their regulatory ar~ development <br />functions oc~l~tibly. <br /> <br /> <br />
