Co~missioners Soderholm and Greenberg.

ODMMISSION INPUT

Chairman Ippel stated that FM108 has filed a request with FAA for a 522'
increase to tower height at it's present location. Chairman Ippel read Mayor
Heitman's response to that request which states Ramsey's opposition to the
request based on the fact that there is an existing airport in the area and
Ramsey does have an airport master plan in the makings.

Commissioner Seibert stated that the requested tower height would also present
potential probl~s to Crystal Airport.

COMMISSION BUSINESS

Review Additional Comments Received Regardin9 Airport Master

The Commission proceeded to review additional comments received since the
August 21, 1985 public hearing.

Cc~missioner Sieber stated that he has been contacted by 15 persons; 14 against
the airport and 1 non-committal.

Chairman Ippel noted received letters fro~ Soderholm and Associations (see
Attachment I) and Waltek, Inc. (see Attachment II).

The Co,minion recessed at 8:00 p.m.

Chairman Ippel called the meeting back to order at 8:15 p.m.

Chairman Ippel noted receiving a letter dated August 26, 1985 from the Metro
Council regarding their review of Ramsey's draft Airport Master Plan (see
Attachment III).

Commissioner Stauffer stated that Metro Council's concerns seem to be
enviror~ental and forecast useage. Ccwmissioner Stauffer stated that Mr. Otto
adequately explained his reasons for utilizing a different formula in
estimating forecast useage. Mr. Otto's forecast figures give the citizens an
honest opinion of what the ultimate useage could be; on the other hand, Mr.
Otto used conservative figures in forecasting economic benefits; these two
forecasts offset each other in terms of informing the citizens as to economic
benefits and useage. With respect to enviro~ental concerns, namely noise, the
Metro Council suggests including documentation supporting the Plan's finding
that noise levels will be within State and Federal guidelines; will the
enviror~ental impact statement include such documentation?

Mr. Otto stated that technically the environmental impact statement does not
include noise level studies; such a study is expensive and it would be
difficult to obtain any agency to participate in the funding of a noise study
because it is not expected that an airport of this size will produce noise
levels outside the guidelines.

September 3, 1985
