discussion.

Motion by Commissioner Sieber to recommend to City Council that all
considerations of and work towards a municipal airport be stopped until and
unless significant interest by the residents of Ramsey is demonstrated.

Further Discussion: Commissioner Seibert referred to citizen concern regarding
this Commission being presu?posed; this Commission has to vote for what is best
for the oommunity. O~missloner Seibert stated that this fbmmission begged non-
aviation type persons to serve on it in order to avoid being biased; some
pilots are on the (k~vmission because of their aviation expertise. O~Tmissioner
Seibert stated that because he was a former FBO at Gateway, people assume that
he is all for the airport but he did approach it with an oen mind.
Co~missioner Seibert stated that it is unfortunate that people don' t attend the
Airport meetings because in not doing so they only obtain a small segment of
information. Commissioner Seibert referred to the written comments and their
references to airport expansion or develoi~ent; it is not an expansion, it is
an improvement and it must be determined whether or not that improvement will
help the community economically. Commissioner Seibert stated that this
community is at a point where it will be taxed heavily for it's amenities or it
will have to draw in industrial tax base to support the community.
Commissio~r Seibert stated that City Gouncil wants a recommendation from this
Commission regarding whether or not upgrading the airport is an economically
beneficial way to attract industrial tax base. (k~avissioner Erickson disagreed
with the term 'stopped' in the motion because it is too final; the existing
Gateway site is bounded on 3 sides by industrial and transporation and on one
side by residential; this is an ideal situation and the study effort should not
be abandoned at this time. Commissioner Donovan stated that the motion's
direction to stop efforts until the residents demonstrate interest is
encouraging the shouting match. Co~missioner Sieber stated that his words to
stop efforts until there is significant interested demonstrated by the
residents was an attempt to stop the issue from being resurrected behind closed
doors or in smoke-filled rooms -- which happens in Ramsey. Commissioner
Stauffer stated that he views the motion as cutting the issue off rather than
extending the shouting match.

Motion failed for lack of a second.

Motion by Chairman Ippel to recommend that City Council endorse the Airport
Master Plan, submit it to the reviewing agencies and future studies would
evolve frc~ that endorsed Airport Master Plan.

Further Discussion: Mr. Otto stated that the City cannot develop an airport in
any way, shape or form until the City is offered a grant and the offer is
accepted; anything up to that point, the city can back out. Commissioner
Stauffer stated that a recommendation should we well-thought out and supported
by documentation. Commissioner Sieber stated that this Cc~mission has 18 man-
years involved in studying this airport issue; this Commission should know by
now whether or not it is worth continuing with the Master Plan study.
Commissioner Erickson agreed with Commissioner Stauffer. Commissioner Sieber
stated that the supporting documentation can be found in this Commission's
meeting minutes; no ~atter what this Commission recommends, hope that Council
would call for a joint meeting to ask questions and get angers.
September 3, 1985

6
