discussion. <br /> <br />Motion by Commissioner Sieber to recommend to City Council that all <br />considerations of and work towards a municipal airport be stopped until and <br />unless significant interest by the residents of Ramsey is demonstrated. <br /> <br />Further Discussion: Commissioner Seibert referred to citizen concern regarding <br />this Commission being presu?posed; this Commission has to vote for what is best <br />for the oommunity. O~missloner Seibert stated that this fbmmission begged non- <br />aviation type persons to serve on it in order to avoid being biased; some <br />pilots are on the (k~vmission because of their aviation expertise. O~Tmissioner <br />Seibert stated that because he was a former FBO at Gateway, people assume that <br />he is all for the airport but he did approach it with an oen mind. <br />Co~missioner Seibert stated that it is unfortunate that people don' t attend the <br />Airport meetings because in not doing so they only obtain a small segment of <br />information. Commissioner Seibert referred to the written comments and their <br />references to airport expansion or develoi~ent; it is not an expansion, it is <br />an improvement and it must be determined whether or not that improvement will <br />help the community economically. Commissioner Seibert stated that this <br />community is at a point where it will be taxed heavily for it's amenities or it <br />will have to draw in industrial tax base to support the community. <br />Commissio~r Seibert stated that City Gouncil wants a recommendation from this <br />Commission regarding whether or not upgrading the airport is an economically <br />beneficial way to attract industrial tax base. (k~avissioner Erickson disagreed <br />with the term 'stopped' in the motion because it is too final; the existing <br />Gateway site is bounded on 3 sides by industrial and transporation and on one <br />side by residential; this is an ideal situation and the study effort should not <br />be abandoned at this time. Commissioner Donovan stated that the motion's <br />direction to stop efforts until the residents demonstrate interest is <br />encouraging the shouting match. Co~missioner Sieber stated that his words to <br />stop efforts until there is significant interested demonstrated by the <br />residents was an attempt to stop the issue from being resurrected behind closed <br />doors or in smoke-filled rooms -- which happens in Ramsey. Commissioner <br />Stauffer stated that he views the motion as cutting the issue off rather than <br />extending the shouting match. <br /> <br />Motion failed for lack of a second. <br /> <br />Motion by Chairman Ippel to recommend that City Council endorse the Airport <br />Master Plan, submit it to the reviewing agencies and future studies would <br />evolve frc~ that endorsed Airport Master Plan. <br /> <br />Further Discussion: Mr. Otto stated that the City cannot develop an airport in <br />any way, shape or form until the City is offered a grant and the offer is <br />accepted; anything up to that point, the city can back out. Commissioner <br />Stauffer stated that a recommendation should we well-thought out and supported <br />by documentation. Commissioner Sieber stated that this Cc~mission has 18 man- <br />years involved in studying this airport issue; this Commission should know by <br />now whether or not it is worth continuing with the Master Plan study. <br />Commissioner Erickson agreed with Commissioner Stauffer. Commissioner Sieber <br />stated that the supporting documentation can be found in this Commission's <br />meeting minutes; no ~atter what this Commission recommends, hope that Council <br />would call for a joint meeting to ask questions and get angers. <br /> September 3, 1985 <br /> <br />6 <br /> <br /> <br />
