Mrs. Ness stated that the ha~e imp~ov~ent business is their <br />livelihood. Mrs. Ness stated that she and her husband have imprcwed the <br />property considerably since they purchased it and the City was being grossly <br />unfair in changing the findings of fact. Mrs. Ness stated that she and her <br />husband are trying to take care of their r~-cds legally while neighbors are <br />violating City codes; that she and her husband oould have just built the <br />garage. Mrs. Ness stated that appro~ing the oonditional use permit and <br />approving the size building they need to store their equi~ment will improve the <br />looks of the lxoperty and it will not be a hazard to anybody in any way. Mrs. <br />Ness requested that Council reoonsider the request. <br /> <br />Gouncilm~mber Gox stated that he is not willing to reoonsider; 24' x 26' should <br />suffice with sa~e additional height to the building; Ramsey's business sector <br />is being taxed 4 to 5 times more than the residential areas and Council should <br />not be enoouraging business growth in R-1 districts. <br /> <br />Mayor Hei~an and Councilme~bers Reimann and Scklueter stated that they will <br />not reconsider the request. <br /> <br />~ayor HeiU~an stated that enforcement af these ordinanoes is on the Council <br />age~da for discussion this evening; if the City is going to be consistent, we <br />have to start enforcing the ordinanoes. <br /> <br />~zs. Ness stated that the rules are being enforced after she and her husband <br />were misled and made ap~ication. Mrs. Ness inquired as to bow she can appeal <br />Council' s decision. <br /> <br />Mayor Hei~an stated that she could get that information frcm Mr. Goodrich. <br /> <br />Tax Increment Financing: Adoption Of Develo_~ment Progra~ For Develo_rm~ne <br />District No. 1 And The Tax Increment Financing_ Plan For Tax Increment <br />Fin~c~_ District No. 1: <br /> <br />Ms. Arlin Waelti was present. <br /> <br />Ms. Waelti spoke to Council's concern regarding whether tax increment generated <br />from a housing area could be used in an industrial area and stated that it can <br />be dome but statutorily the City has to have a 'but for' benefit. Ms. Waelti <br />stated that p~c~ect areas do not have to be contiguous and tax incr~ents frc~ <br />orm district can be spent anywhere in the p~oject area.
