Mayor Heitman inquired to the process involved in amending an adopted Tax Increment Plan. Ms. Waelti stated that any geographic changes to tax increment districts and project area and an increase to public expenditures would require a hearing p£ocess. Motion by Gouncilmember (bx and seoonded by (buncilm~ber Reimann to adopt Resolution %85-169 approving the establis~ent of Developpent District No. 1 and the Development Progr~ relating thereto and establishing Tax Increment Financing District No. 1 and approving the Tax Increment Financing Plan relating thereto. (Please refer to resolution file for Resolution %85-169). Further Discussion: Councilme~ber (Dx inquired if it would be appropriate to include another project area in the Tax Increment Program at this time. Ms. Waelti replied that it would not be appropriate because if nothing occurs in the next 4 years in that area, it would be dropped frc~ the Program. M & S Develol~ent is requesting the assistance ~f tax increment financing in the development of the Church/Il Estates apartment house project for ponding area required by ENR, landscaping and site preparation.
