A. Enclosed in (D2-b) is a Citizens League Report <br /> on A~ountability for the Develo_u~_nt Dollar. This <br /> report reviews the legislation regarding various <br /> development tools available to cities including tax <br /> increment financing. ~his report presents findings on <br /> the need for develo~ent tools for co~munities. ~hese <br /> findings also identify certain problems with some of <br /> these develoi~ent tools. ~he report concludes that <br /> major changes need to be made in the use and availabi- <br /> lity of some of these tools. ~he legislature will be <br /> using this report as they review the tax increment fi- <br /> nancing legislation next session. <br /> <br />B.
