OouncLlme~ber Cbx stated that he believes <br />there are questionable areas with respect to Mr. Berg's ~0mpensatory and <br />vacation time and there are sc~e p~rticular dates he would like verified prior <br />to adopting a resolution. Gouncilm~ber Oox ~oted that this resignation, and <br />Mr. Schnelle's resignation, were fresh it~rs brought to Oouncil and Council did <br />not have any time to review the aspects of the resolutions. Councilmember Gox <br />stated that he is requesting an audit of the dates and values specified in the <br />resolution regarding Mr. Berg's resignation; the lxoposed resolt~tion was <br />~ertified by the City's Finanoe Offioer, but he is a r~w ~rployee and not sure <br />of the r~rifications of that person's o~rtification. Mayor Hei~an stated that <br />he is ooncerned with Item ~6 of the lxoposed resolution (City will ~ot <br />monetarily oompensate Mr. Berg for ~ompensatory time roamed between 9-17-85 and <br />10-4-85). Mayor Hei~ran stated that he has ~o problem oompensating Mr. Berg as <br />stated in the resolution if an audit proves the figures and dates to be <br />accurate and City ordinanoe supports the acc~ulation of that time. Mayor <br />Heitman stated that another ~onoern to him is whether or not the prooedure for <br />disbursement specified in the resolution is the most ber~ficial lxocedure frc~ <br />the City's standpoint. Co~ncil~mber Gox inquired if the Personnel Gc~mittee <br />has reviewed the proposed resolution. Councilm~ber Reimann replied that the <br />Personnel G0~mittee has not reviewed the resolution; stated be has no problem <br />with the resolution as presented and if documented information is suk~itted to <br />change what is specified in the resolution prior to Mr. Berg's leaving employ <br />with Ramsey, the terms in the resolution can be adjusted. Goun~ber COx <br />stated that Gouncilm~ber Reimann's suggestion is putting the cart before the <br />horse. Oouncil~ber Reimann stated that he can' t ~-: how the dates and <br />figures in the resolution can be changed unless Gouncilm~mber COx has s(~ething <br />that he has not seen. Mayor ~ei~an stated that he would adopt the resolution <br />pending an audit of dates and figures; should the City go to an outside audit? <br />Councilm~ber Reimann stated that an audit will not prove anything unless <br />s~eone has some inforartion that should be brought forward; in the meantime, <br />this resolution should take it's ~ourse. Mr. Berg stated that if Gouncil~ber <br />Cox has s~rething to suk~it, he should do it now. Gouncil~ber COx noted that <br />he has reoeived a letter fr~ Mr. Berg requesting that matters ~onoerning him <br />mot be addressed at the Council ~eetings. Gouncilm~r~er (Dx stated that as a <br />representative of the taxpayers he should have the opportunity to review the <br />aspects of the resolution. Mr. Berg agreed with Gouncilm~mber (Dx' right to <br />review his payroll reoords. Mayor Heitman stated that he wants the <br />disbursement method to be in the best interest of the City. Mr. Berg stated <br />that his vacation earned is legitimate and he should have the option to take it <br />in the manner he desires. Mayor Hei~an inquired if it isn't appropriate for <br />the City to pay it in the manner the City chooses. Mr. Berg stated that the <br />City does have that option as long as ordinances are not violated. <br /> <br />Motion by Mayor Heitman to amend the motion to include that disbursement of <br />those items specified in the resolution will be in a ~m%ner that is in <br /> September 17, 1985 <br /> <br /> <br />
