I I I i I I I I I I I I I I I I I I develoI~rs request assistance through tax incr~ent financing, Motion by Mayor Heit~an and seconded by Council~ber l~ei~ann to~ 2) Table modifying the Develol~ent Progra~ for l~velol~ent District No. ] and modifying the Tax Incr~ent Financing Plan for Tax incre~ent Financing District No. 1; 2) Direct City Planner Anne Norris to research policies other cities have in place by which developers request assistance through tax incr~ent financing; 3) Request that EDC schedule their October 9 meetin9 in the evening in order that Council and EDC may jointly meet to review the results of Ms. Norris research; 4) Request that the modification of the Develol~ent Progr~ and the Tax Increment Financing Plan be plaoed on the October 22 Council agenda. Further Discussion: Gouncil~ber COx stated that M&S request should not be prolonged any longer than neoessary; Council should schedule a special ~eeting in~ediately after the October 9 EI)C meeting to act ~ the ~odification respond to M&S's request. Motion by Councilmember (]ox and seconded by Council~ber Sorteberg to wend the motion to include that a special ~eting of the City Council be scheduled to foll~ the October 9 EDC meeting in order to act on the proposed modification to the De~elo~ent PrograT and Tax Increment Financing Plan and M&S's request for financial assistance. ~mendment carried. Voting Yes: Oouncilm~Tbers Sorteberg, Oox and Reimann. Voting No: Mayor Hei~an and Council~ber Schlueter. Motion carried. Voting Yes: Mayor }{ei~an, Oouncilme~bers Sorteberg, Gox, Reimann and Schlueter. Voting No: None. Council requested that the special Council ~eetin9 for October 9 be scheduled for 8:30 p.m. B. Council recessed at 9:04 p.m. Mayor Heitman called the regular Council meeting back to order at 9:15 p.m. Case ~.. Discussion Regarding_ Enforoement Of Ordinances; Mr. Goodrich stated that recently the City has denied a variance to accessory structure ~.e and tabled 2 or 3 other requests in order to allow time for the City to consider the ordinance. Mr. Goodrich stated that he City has not heard frc~ those applicants that were tabled, but frc~ a legal standpoint the City would be better off to grant those requests, review the ordinance and start fresh. Motion by Mayor Hei~an and seconded by Councilme~ber Schlueter, for discussion, that the tabled requests for variance to accessory structure size be appr~wed; that Council ~eet with Planning and Zoning on October 1 at 6:30 p.m. in order to determine what modifications may be appropriate to the September 24, 1985 Page 12 of 21
