I
I

NOTE CIT~ O0UNCIL MINUT~

The Coe~ission noted the following:

1) Special City council ~eeting einutes dated August 13, 1985.

2) Minutes of public hearing oonducted by City Oouncil dated August 27, 1985
regarding proposed uses for Revenue Sharing.

3) Regular City Council ~eeting minutes dated August 27, 1985.
OOMMISSION BUSINESS

Case ~8.. Discussion Regarding Air_Dort..~ecommendation To City_ Council .To
~dorse Gateway North Master Plan:

I
I

Mr. Jack Ippel, Airport (~m~ission Chairman, was present and stated that the
Airport G0~mission has reo0m~ended that Council endorse the Airport Master
Plan; endorsing the Airport Master Plan does not commit the City to developing
the airport. Mr. Ippel requested that the Economic DeveloI~ent (lm~ission pass
a motion encouraging the City Council to endorse the Airport Master Plan and
proceed with the next ~ase of the study.

I
I

The Commission discussed certain aspects of the Airport Master Plan, i.e.,
development and maintenance costs to the City, economic benefits, alternative
sites.

Motion by (k~missioner Vevea and seconded by Commissioner Fults to recommer~
that City Council endorse the Airport Master Plan.

I
I
I
I
I
!
I

Further Discussion: Commissioner Hardin expressed concern with the cost to the
City for airport develolz~ent versus the actual affect airport develoi~ent will
have on ecor~ic develot~ent; possibly those dollars would be better spent
developing the industrial park with sewer and waters; not opposed to the
airport but maybe there is a better location that would not involve moving
residences; the possibility of a joint airport develol~ent with Anoka and Elk
River should be pursued. Mr. Ippel stated that Anoka and Elk River have
expressed an interest in what happens in Ramsey with respect to the airport;
the time to get those cities involved is when Ramsey has an endor~ Airport
Master Plan. Mr. Ippel stated that with no more growth in Ramsey, the
develoI~ent costs would amount to $11/household/year and $55/business/year.
Mr. DeLuca referred to information contained in the September 3, 1985 Airport
Commission minutes frc~ Kathy Robinson regarding real estate sales in the
vicinity of the airport and stated that he knows the home at 7440 152nd Lane
was on the market for two years with different realtors and the original asking
price was close to $69,000.

Chairman Greenberg temporarily tabled the vote on the motion until after the
fk~mission had an opportunity to discuss case ~4 of the agenda.

Mr. Ippel noted that the endorsement of the Airport Master Plan is a vehicle to
do further studies; it doesn't mean an airport will developed on that sie.

September 11, 1985
