I
I
,I
I
I
I
I

I
!
I
I
I
I
I
I
I
!

'il

Motion by Cxm~issioner Hardin and seconded by Commissioner Wagner to amend the
motion rec~ng Council endorse the Airport Master Plan by including that
the endorsement p~ovide for a reasses~m~.nt of site locations and pursuing
partici[~ttion with other cities.

Further Discussion: Ccm~issioner Vevea stated that studying other sites has
already been done in Ramsey; the City is at a point now of making a decision as
to whether or not to continue to study this particular location; the amendment
on the floor would reverse progress.

~mendment failed. Voting Yes: (k~missioners Wagner and Hardin.
Cc~missioners DeLuca, Fults, Kurak, Vevea and Muller. Abstain:
Greenberg. Absent: Co~missioner Miller.

Voting No:
Chairman

Motion by O0mmissioner DeLuca and seconded by Oc~missioner Kurak to amend the
motion recommending Council endorse the Airport Master Plan by including a
request that Council consider requiring that the Plan research the possibility
of other city p~rticipation.

FUrther Discussion: CoPmissioner Fults stated that he would be in favor of
sending a letter to the Airport O~n~ission requesting that they pursue the
possibility of other city participation. Mr. Jack Ippel stated that pursuing
other city participation is really a responsibility of the Airport O0mmission.

Amendment carried. Voting Yes: Go,missioners Wagner, Hardin, DeLuca, Fults,
Kurak, Vevea and Muller. Voting No: None. Abstain: Chairman Greenberg.
Absent: Co~missioner Miller.

Discussion Regarding Requ_ est Fr~ Airport Co~mission Reg_arding
F~asibility_ Of Utilizing Tax Incre~_nt Financing For _t~_radiitg_

G0~missioner Hardin stated that Ms. Waelti has said that it is feasible to use
tax increment to develop the airport but the City would have to bond for the
dollars up front, which would be true for any tax increment project;
development must take place in that area in a relatively short amount of time
in order for the City to recoup it's dollars.

Mr. Ippel stated that the intent of the Airport Oc~mission, in their
reccm~tion that a tax increment project area be established consisting of
the industrial park and land that would be acquired for airport develo~ent,
was to insure that tax increment dollars frc~ that area would be available for
airport develoim~.nt should the airport become a municipal facility. ~ose tax
increment dollars would not be restricted to airport develoi~ent and could be
used for sewer and water, for instance, if the airport did not becx~e a
reality.

Discussion Regarding Membership In Anoka County_ Chamber Of
Commerce And/Or Anoka Area Chamber Of Commerce:

Mr. Tc~ Snell and Mr. John Norlinger of Anoka County Ch~ber of (k~n~erce were
present requesting Ramsey joint that organization.

Sept~ber 11, 1985
