(k)uncil Endorse~_nt Of Airport Master Plan: <br /> <br />Mr. Jack Ippel, Larry Koshak and Merland Otto were present. <br /> <br />Mr. Ippel stated that the Airport (tm~ission and Econ0~ic DeveloI~ent <br />(km~ission have recommended that Gpmcil endorse the Airport Master Plan. <br />Endorsing the plan would intiate Phase II of the study which was pr~ided for <br />in the original contract. Phase II addresses zoning. <br /> <br />Mr. Goodrich irguired as to when a moroatoriu~ would have to be put in place if <br />the plan is endorsed. <br /> <br />Mr. Ippel replied that a moratoriu~ would not have to cu~e into effect at ali <br />but it would be logical if the City wanted to ixotect property for that airport <br />develo~ent shoud that development bede a reality at s0~e point in time. <br />Protecting that property should be aco0~plished as soon as possible. <br /> <br />Mr. Goodrich stated that fr~ his standpoint (buncil should be ooncerned at <br />that point in t/me. Placing a moratoriu~ addresses zoning and subdividing <br />rights and you are taking a fair ~ount of risk; you are placing a moratoriu~ <br />on people's rights to do sc~ething with their property. If you are going to go <br />as far as a moratorium, you ought to be fairly well concluded that you are <br />going to go ahead with the Ixoject. <br /> <br />Mr. Otto stated that if Gouncil endorses the plan, he assu~es that the Airport <br />Go~Tission will take up the issue of iwple~enting airport zoning versus <br />moratoriu~ or an interiw moratoriu~ while zoning is put in place which takes 90- <br />120 days. Mr. Otto stated that he doubts a moratoriu~ would be r~cessary for <br />that interim period of t/me. <br /> <br />Oouncilwerber Oox stated that he has heard news reports that FAA is only going <br />to support 3 facilities in the whole State of North Dakota; oonoerned with <br />procccding if there are r~ State or Federal funds available. <br /> <br />Mr. Otto stated that neither the FAA or State will offer the money; the City <br />has to be agressive and take the initiative. <br /> <br />(hairman Ippel stated that the reviewing agencies will not make a final <br />on the plan until it is adopted by the City. <br /> <br />Motion by Mayor Heitman and seconded by Co~cilm~ber Sorteberg to table <br />endorser of the Airport Master Plan until the November 20, 1985 (buncil <br />meeting at which time the plan can be further discussed with the Airport <br />Om~ission. <br /> <br />Further Discussion: (hairman Ippe/ inquired as to what type of information <br />Gouncil would like to have before the~ at that time. Mayor ]]ei~an replied <br />that (buncil would like to see the entire Airport Master Plan process laid out <br />in steps, a shopping list of what the Airport O0mmission is going to ~ fr~ <br />Oo~ncil, time frames, legal and time fr~e implications of declaring <br />moratoriums.
